Alright, 2nd free hint guys...none of the Japanese audio was dubbed over. All the TEXT was translated, but the voice clips weren't. So...

1) This was a game that was officially translated, localized, and released in stores in the West.

2) There are TWO people who say "OWARIDA!!" in this game, and they're both villains.

3) Frieza and Cell are not involved in the plot.

4) None of the voice clips were dubbed over.

Nope. That one had the actual speaking bits dubbed over; it was only the grunts and yells that were left untouched. The game I'm talking about had NONE of it's voice clips dubbed over!

Ok, here's the semi-final hint: This game is NOT a fighting game; it is an entirely different genre from Final Bout, Budokai, Shin Budokai, Tenkaichi, and all those other ones. So...

1) This was a game that was officially translated, localized, and released in stores in the West.

2) There are TWO people who say "OWARIDA!!" in this game, and they're both villains.

3) Frieza and Cell are not involved in the plot.

4) None of the voice clips were dubbed over.

5) This game is NOT a fighting game. It is one that is in a completely different genre from the likes of Budokai, Shin Budokai, Final Bout, and etc.

Ugh, I have no clue... All of the games I've played are fighting ones, and the other ones don't have voices.

You're right! One of them WAS Raditz! More specifically, Raditz and Vegeta both yelled this during one of their attacks in the RPG known as "Dragon Ball Z: Attack of the Saiyans"!

Raditz (when performing the 2x Energy Blast)

Vegeta (when performing the "Zrahh!" attack)

Vegeta (when performing the Galick Gun)

So, how did you all like that? I was trying to go for something hard, yet fair at the same time, and I had assumed that more people played this game. Did I succeed, or was this too difficult a question?

It was neither an owl, nor an announcer; in fact, it had nothing to do with the game at all. So, I'll give you this hint; this line was said at the tail end of the Bebi saga, AFTER Goku had already defeat him.
