In this case, those multipliers maybe right for the anime, but not the manga, just like those 'official' power levels for the original Dragon Ball. If Vegeta's comment about Merged Zamasu's power having power he's never seen before is true (I don't know the exact dialogue) then it should at least put him above Super Saiyan Blue Goku using Kaioken x10 back in the Universe 6 saga.
As for how that compares to Beerus, he might not have ever sensed his full power but he did sense his power when he was fighting Champa and when that fight had to quickly be stopped due to the destruction it could cause.
Was Beerus at full power then or not? If not does he still have a general idea of how strong is seeing as he's been hit by his unrestrained attacks?

There's no official to a specific continuities, It's either official to the franchise or not. Kaioshin has been known to be quite naive at times. In one episode he didn't know who Zeno was U6 tournament, then the next he has apparently been to his palace?

Shueisha only have say in their products, not in anything Toriyama chooses to write or change. Like they couldn't make Toriyama make Father of Goku the official origin story for Goku for the manga.

Ok so yeah I just re-watched the episodes. Yes it was the old Kai who previously visited the Zeno Palace. I still think it's odd he knows how to get there and when he saw the Grand Priest he said "It's been a long time" Presumably they've met. Either way. I think it's just some details lost by the writers. I really feel like Zeno isn't what he's cracked up to be. He's probably another Mr. Satan. I can't stand his childlike attitude. Maybe that's why Goku is the way he is, very child like. Is that the key to being more powerful, dumb and childish?

This arc might be better than the other but power levels make absolutely no-sense.
The previous arcs, including the Copy-Vegeta arc, at least do make sense.
ROF saga:
1. Base Gohan was stated to be the strongest Z fighter around. He says Tagoma (post training), is pretty much on par with him. Infact, Tagoma beats the crap out of Piccolo, and this perfectly makes sense.
2. Ginyu, who's at least Super Perfect Cell level if not above, was two-shotted by Ssj Gohan, who's as strong as Ultimate Gohan. This perfectly makes sense.
3. Beyond God Vegeta one-shotted Ginyu. This perfectly makes sense.
Universal tournament saga:
1. Piccolo (post training), manages to hold off a beat-up Final form Frost, and forces him to cheat. This makes sense, because Final form Frost (full power) was much weaker than Ssj Goku, who could have one-shotted him as Vegeta did. After getting beaten up by Son, his power decreases. He's still stronger than Piccolo, but he could have lost thanks to the Namek's absurde intellect. Of course, this means that the two-base theory is a real thing, but we already knew that.
Copy-Vegeta saga:
1. Beyond God Goku manages to fight on par with Beerus. This makes perfectly sense, because BG Goku is MILES above every DBZ fighter, Vegito included. Of course, the God of Destruction was holding back.
2. Beyond God Copy-Vegeta literally STOMPS Ssj3 Gotenks. This makes perfectly sense.
Now let's go straight to this brand new saga. We have:
1. In the first fight, Ssj2 Trunks manages to hit SsjR Goku (who one-shots SsjB Vegeta) and Future Zamasu. Ssj2 Trunks should not even be initial Hit level, who was below SsjB Goku and Vegeta. Absurd, literally absurd.
2. Trunks gets God Ki, or something like thatm out of nowhere. Vegeta at least trained a year straight with Whis. What the fuck has Trunks done? Nothing. That's the fact.
3. Super Trunks, in episode 63, did better than SsjB Goku and Vegeta had done the previous two times. Why? How?
4. Last but not least, in episode 65, Super Trunks manages to keep up Merged Zamasu, a being who should be hundreds of time stronger than him.
5. How the fuck can Goku, Vegeta and Trunk rival Merged Zamasu and push him back? Oh god.

In universe: Trunks got lucky and Black Zamasu let his arrogance and pride to get better off him then unleashing more power. Also immortality is trait which whis doesnt have and it could be bad habit of ft zamasu affecting fusion being
