Would a Budokai Tenkaichi 3.5 be worth it?

Could a sequel to Budokai Tenkaichi 3 (Sparking! METEOR) that's only a glorified add-on pack make an impact? Let's say all that's added are more characters (potentially virtually every character who ever did something) and more stages. Would having everyone and every location you could ask for without a gameplay or graphics update be worth it? Would it sell poorly, or incredibly well thanks to fanservice?

Just imagine: BT3 roster + All DBS characters and transformations + some of the most famous DBH characters.
Solid 60fps + upgraded textures on 1080+ revamped HUD.
Then it would need solid online servers and the game would be huge.

Never going to happen though, and I would much rather see a BT4 game that basically takes BT3 and updates it as much as it can. (Not like RB1/2 who were similar but still quite different from BT3)

I'd buy it in a heartbeat. I love Tenkaichi 3 and I love making up my own stories and stuff, so this would be the perfect thing for me.
Adding Hatchiyack, Metal Cooler Core, Super Saiyan God Goku, Super Saiyan Blue Goku and Vegeta, Beerus, Whis, Golden Frieza, Tagoma, Sorbet and Shisami, the U6 guys, Future Trunks from Super, Black Goku with Super Saiyan Rose, Zamasu, Merged Zamasu, SSB Vegetto, Eis Shenron, 23rd Budokai Chi Chi, Tarble, Abo, Kado and Aka would make it the perfect place for me to vent my frustrations at the way some of the stuff was written, while still having fun.

We already got Tenkaichi 3.5 twice. And it was called Raging Blast and Raging Blast 2.

Yeah, but RB1 is a retarted version of Tenkaichi 3 and RB2 is like Tenkaichi 3 on crack.

Yeah, Treevax's RB3 fanwish project is pretty much a more detailed version of this idea.

If we were to go this route though, I would get rid of the multiple versions of characters (unless there is a drastic age difference, like Kid Goku, Adult Goku, GT Goku etc.) and have RB's Super Customization system. And make the Giant Characters fit their proper scale.

For many fans Tenkaichi 3 is still the best Dragon Ball fighting game ever. Also my opinion. Xenoverse has surely great graphics, great story, but I don't like the way of fighting.
Is it nostalgia? Maybe, but also the controls in Tenkaichi 3 really easy and the characters are easy to handle.

The 5 vs 5 battles are always fun and I still have competitions with friends.
So something like a Tenkaichi 4 for PS4 would be just awesome with adding all the new characters.

Seeing the mods on YouTube made me changing my own game with all these new characters. Fighting with a SSJ Blue or Whis or Beerus in Tenkaichi 3 is really cool.
I hope we'll have a remake one day. Many fans will surely agree. More characters, more stages, taking the storymode from Tenkaichi 2 and expand it, damn that would be awesome.

What are the chances for such a remake? Rather slim, because the are obviously problems with the licensing which they already had with the Budokai HD Collection.

It seems like XV3 is going to take longer to make than XV2 so hopefully we'll get something similar to a BT3.5.
