What do you mean by "featured so heavily"? Bardock just got to shine a little bit in the end of the story mode, I thought he would have some big scenes throughout the game, which isn't the case. And no, Bardock isn't weaker than Chiaotzu. The reason Bardock got a little bit more featured is because this game went further into Dragon Ball Online's lore, there, Bardock is still around.
And why not? For two occasions, Mira points out on how Bardock got stronger the more he fights and through Towa's magic.

Yes. I still can play it online, so it seems it was the ultimate solution for me. If turning off the blur and setting high the texture isn't helping you, I really don't know. Try to contact the people on Steam's forum, maybe they can help you.

You need to defeat all soldiers; enter Freeza's spaceship, locate Gohan and Kuririn, ask Kuririn to join you; let Freeza kill Kuririn. The rest is automatic.
