Yes, but after Cell Games, they made wish "To bring back to live everyone killed by Cell" That wish should bring 16 back too.

Let me hit you with some strong headcanon:
16 was destroyed by Cell, but was not alive, as he was a robot. The wish to bring everyone killed by Cell back to life did not affect robots, as robots aren't alive, and 16 remained destroyed.
Arale, Eighter and any other robots were destroyed by the planet's destruction (Kid Buu). They count as parts of the planet, much like houses and other constructions, so the wish to restore the planet also restored these robots to the state they were in before the planet's destruction, and that state was "functional". 16 was also restored to the state he was in before the planet's destruction, and that state was "destroyed".

Well, I have to mention it. I couldn't find anything wrong with the theory, but I did come up with it myself, so it is headcanon. Eighter is a cyborg just like #17 and #18 plus the wish during the Majin Boo Saga was to restore Earth to how it was before Kid Boo destroyed it and #16's already been destroyed for quite some time now. Besides, I'd rather his sacrifice actually mean something rather than him be revived just to be thrown to the sideline.
