The latter. Nope. Beerus is definitely an antagonist in BoG, I'll make no objection to that, but being an antagonist isn't always synonymous with being a villain. He does awful things and the heroes try to stop him. That's a villain. I used to watch this all the time when the Saiyan Arc was out. Looking back, that Arc was overrated, but it got better once Vegeta and Nappa came to Earth.
The Freeza Arc was really hilarious though. Outside of a couple lame characters like Reacoom, everyone was so funny.
I haven't watched this since the Android Saga and that was already noticeably worse than Freeza. I hear it's even worse than that now, anyway.

It's still good IMO. I wouldn't say it's "HAHA THIS IS So FUNNY" thing anymore. Not surprised Freeza ranked number 1. As far as not only Dragon Ball villains go, but also anime and manga villains in general, he ranks among the greatest and most iconic ever. I mean, that's why Resurrection F was a thing.

The only real decision I disagree with is Daimao being in the top three, Piccolo was always boring as an antagonist for me but at least his 2.0 self gave Goku one of his best fights ever.

I personally love the fact that King Piccolo made into the top three because he was the first villain in Dragon Ball at that time that felt so overreaching in his role. His impact on the story is undeniable.
