We know that Gohan has a lot of potential... But what about other characters. Mostly Goten and Trunks. Seeing Future Trunks they maybe would have an even better effect as Gohan. So why not doing it?
Goku and Vegeta most likely has surpassed their potential and there is nothing to unlock... Dunno about the likes as Piccolo and Co

I think there's a distinction to be made between the limits of a character's natural strength, and their current potential.
This is really hard to explain, but just consider the fact that Goku was stated to have reached his full potential at least have a dozen times in the series. The Super God Water was a magical elixir which literally brought out all of the strength within Goku's body, even his Oozaru transformation. Yet he still ended up getting much stronger, by mastering ki.
That was then thought to be Goku's full potential, only for him to become much stronger again by training under Kaio.
After that his training in 100x gravity was said to push him far beyond the limits of any saiyan, his gi even indicated that he had become his own master and had nothing left to learn, only for him to become much stronger once again. And then again after that by transforming into a Super Saiyan.
Then Super Saiyan was thought to be the upmost limits of Goku's power, only for him to reveal he can master the form and get even stronger. This was truly supposed to be Goku at his limits, the chapter where he fought Cell was even titled "Son Goku at Full Power!"... Then he got stronger by unlocking two more transformations.
But if we go back to the very first item on this list, the magical elixir which was stated to bring out all of the dormant power within an individual who drinks it, then what gives? Was it a lie? Did the Super God Water not work and only brought Goku to 1/1,000 of his actual full potential? I don't think so, because even disregarding the fact that it's a godly magical elixir with only one purpose and it would be weird if it failed in that purpose, the fact that Goku used even his Oozaru strength proves that he did in fact have access to all of his potential power... at that point in time.
Basically, that was the limits of his "natural strength" as dictated by his genetics, and likely his adolescent age as well. Then he trained under Kami, grew into an adult, and mastered control over his ki as well. That was his actual, full natural strength, since he had ki and was also fully grown.
Then notice how every instance of Goku becoming stronger after this, is referred to as "breaking his limits", or "overcoming a wall." In that case, the strength he had against Raditz would be the natural limits of his body and genetics, what can be achieved through straightforward training and basic ki control, then every level after must find a creative way around those limits, be it advanced ki control (the Kaiaked amplifying Goku's ki), or the enlightenment Goku gained from his spaceship training (Derek Padula's book goes into detail which I am not intelligent enough to repeat on that).
So under this system, where characters have a limit to their natural potential but can overcome that potential wall, then set a new potential wall, theoretically infinitely, then I have to assume that the Elder Kai brings out a person's natural strength, but also pushes that way beyond its limits, which he stated. So guys like Goku, Vegeta, Piccolo, Krillin, who have already reached their full natural strength and gone far beyond it, would not be effected by the ritual. The only other explanation would be that Elder Kai truly brings a person to their limits end and Gohan literally can not ever become any stronger than he is, and I don't like that interpretation.
This leaves Goten and Trunks, who would likely receive absolutely monstrous results. The saiyan-human mixture is said to create unnaturally strong hybrids. If Gohan could have as much potential as he did, with parents as weak as Goku and Chi-Chi were, then I imagine Goten would be that much stronger since he was conceived by a much more powerful Goku. Same with Trunks, and we have proof of this now since his rage boosts apparently brought him to god levels.

Yeah, the others deserve it. The others like Kuririn, Tenshinhan, Piccolo, etc should start a line for Elder Kaiōshin to do his Unlock Potential on them before the Universal Survival arc. But not Son kun or Vegeta. They already have too much power.

Potential is fucked up in this series. It's a literal roulette wheel when it comes to how much dormant power a certain character can gain through specific circumstances. We've had zero hints that guys like Piccolo, Goten, Trunks, Krillin or Tien could make massive gains through something like Elder Kai's ritual, but if the plot need for a character to be relevant, their strength will bloat like nothing before it.

would make sense if everyone got the Eldar Kaioshin to do the ritual prior to the tournament, excluding Goku and Vegeta.
they could all just go in the time chamber with him to get it done in seconds.

The only thing I know about potential unlock, and elder Kai, is that Beerus needs to hakai him and permanently remove his lazy power up.

I don't know about that, the Nameless Namek was originally praised like Gohan was when it came to potential, as for Kid Trunks and Goten, well their Saiyan/Human Hybrids and its been shown that they have the potential to surpass pure blooded Saiyans. Elder kai dosen't do the ritual for free, but I guess that can be covered with bulma's contacts..
Aside form that, who's potential will you unlock? The real fighters have all pretty much tapped out all of it, goten and trunks don't care, I bet they won't even be ready to sit on one place for that long goten maybe, trunks will never do it..
Speaking of Bulma's contacts, does anyone have theories what happened to master roshi after he got literally truckload of delux edition girls to himself?
