Guess speculation is all we have. Exactly, any video profesional would have a reference to adjust colors. Seems like too many things for it to just be a slip up. The popular guess is improperly calibrated monitors, but you'd expect professionals to be looking at colour histograms, rather than playing it all by eye.
Could just be total incompetence! We'll probably never know for sure.
There's so much more than just the tint, though. Clouds have artifacting around the rims, some dark areas are totally messed up and crushed, and the Japanese release was over-sharpened, resulting in halos around the line art.
Makes me think whoever was in charge really just had no idea what they were doing.

Essentially correcting Kai is a pain and how easy it is depends on how picky you are. Good luck, either way!

Well, somehow he was able to get hold of either really good masters, or the animation cells & has been doing his own remaster. He's apparently going to have subbed downloads of the episodes available at some point, since another person has broadcast audio masters that he's been using in his clips. Maybe we can launch a fan project to edit scenes together with the Kai dub audio after the home releases come out & he releases his remaster. The colors aren't perfect, but neither is Kai and it's far better than anything you'll see in The Final Chapters.

They were good, and would probably have held up better over time if they had been completed, but only because they were in HD. They were still made from Funimation's masters, which have all kinds of visual problems. Most notably the crushed blacks, but there are many other cases of strange artifacting as well. Even if Funimation had given it the best treatment imaginable, when the source is bad, they can only go so far.
