I'd back Babidi's goons on this one. Especially since some of them have magic in their arsenal.

Pui Pui alone would solo Frieza's entire force. Frieza's strongest lackey is Ginyu who's only at 120,000.
I'll give to badidi lackeys for this because Dabura pui pui and yakon solos the frieza army through if we're including tagoma or shisami then maybe the frieza army will win because tagoma and shisami ≥ Dabura pui and yakon they need to use some crazy magic to beat them

Tagoma is comfortably stronger than Piccolo, but not by a huge margin, the gap is probably around 25-30% or so. Dabura should be in the same league as him.

I think you guys has deviate from the spirit of the question. The OP is speaking of *base soldiers*. The lackeys. No stronger than Raditz or Appule, to say. Against the henchmen of Babidi, not counting the "elites" of Yakon or Puipui, nevertheless Dabra.
In those terms, what I have to ask beforehand is: the numbers? how many combatants in each rank? Because if the answer is "all that are available", then Freezer Force wins hand down by force of sheer numbers. If not, we don't have enough data to assert anything on the matter, I guess.
Assuming nameless minion types only (so nobody like the Ginyu Force, Pui Pui, Yakon, Dabura, etc.)... I would have to go with Babidi's soldiers, purely due to the fact that they're under Babidi's spell and thus should have their power boosted the same way that Spopovich and Yamu did (and those guys went from no match for Mr. Satan to strong enough to pummel his stronger daughter even when holding back some, plus they had weird zombie-like features like being unaffected by a broken neck, being able to just pop it back into place and keep going.)
Heck, Babidi is stated to have gone around gathering the strongest fighters he could find and then making them his minions... and considering that Yakon (who was... maybe slightly stronger than the base Saiyans at best) and even freaking Pui Pui (lower single-digit millions at best, but probably even weaker than that) are some of the "success stories" of the group, "strongest he can find" doesn't mean somebody on Freeza's level, and it doesn't even necessarily mean somebody in the millions. Who's to say some of his weaker goons aren't former members of Freeza's army that he saw more potential in? That could even be part of the reason why the army in Resurrection F was stated to be weaker than back in the day -- some soldiers died on Namek, some died with Freeza and Cold, some probably just abandoned the army with its leaders all dead, and then some of the ones who were left got borrowed by Babidi.
It would basically be like Freeza's army fighting a potential-unlocked, weird-zombie-resilience version of itself. The only chance they'd have is ganging up and blasting the Majin soldiers to bits from a distance (Freeza's soldiers do at least have numbers on their side, so something like that could wipe out Babidi's side if at least some of them are close to the Majins in terms of power level), and even that wouldn't work if the power gap between the two sides is too big. If Babidi's minions have magic of their own rather than just being strengthened by Babidi's spell, then Freeza's soldiers don't have much of a chance.
