The Invisible Kaioken theory just refers to Goku using the Kaioken in a fight despite not having the telltale red aura. In practice, it means that Goku could've been upwards around 60~80 million against Coola instead of 3~4 million, which would make Coola's statement about base form Goku taking down Freeza a bit more believable.

It's also a theory some use to say that Goku was using Kaioken x10 from the get-go against Freeza, and that his base form wasn't actually in the millions during that fight. Personally I see next to no merit. If the writers wanted us to know that Goku was using the Kaioken, they would've drawn him with the red aura.

Well she easily made it past the prelims of the 23rd Tenkaichi Budokai when only the best of the best under the heavens showed up and was able to keep up with Goku when they fought... heavily suppressed but he still should be a lot stronger than he was during the 22nd Tenkaichi Budokai. She was even jumping hundreds of feet with ease and still kept fighting in the air.

There's also factoring in Starfire isn't really a fighter while Chi-Chi is a martial artist expert who level of skill was praised by Muten Roshi himself (who generally isn't impressed with fighters weaker than him). She was even good enough to train Goten despite having almost 10 years of retirement.

Goku used a technique that Kami taught him on Chi-Chi (which didn't seriously damage at all btw), which Muten Roshi had a little trouble comprehending and caught Piccolo's attention. Using this to invalidate the entire fight and the feats she displayed is just stupid. Every contestant at the 23rd Tenkaichi Budokai except Piccolo are child's play to Goku.

It's not that Starfire isn't strong but she ain't making it past any Mid-Dragon Ball level fighters.

If the fight was like Cybrog Tao fighting Tien or Nappa (before he calmed down) fighting Goku where the defender is basically standing there just dodging the attacker's attacks with ease despite the attacker's efforts then you'd have a point but you don't.

Goku may not have been trying to win... mainly because he was (understandably) confused to who she was, but he couldn't mess around either and she was able to push him back even forcing him into the air (which she still was keeping up).
