Given all the hype 17 is getting no way won't he have some major role or fight. I also think Gohan and Krillin's return to fighting and all the episodes they've been getting is leading to something.
My guess is Tenshinhan, Roshi, and Piccolo are going to get the short end of the stick here, maybe 18 too, but who knows. You can tell some characters are being hyped more than others. There's almost no major foreshadowing between Roshi or Tien doing anything special, and Piccolo could go either way.

FUNi's website keeps changing the episode count, first they listed Super as 75 eps, then when their sire relaunched they changed it to 83, now #84 has aired they have changed it to 96 eps. So weird.

Well, it's not totally random. Perfect worded. It makes sense for both characters. Goku and Krillin are used to 1v1 tournaments so battle royales didn't pop up in their heads . Gohan is used to life or death battles so he wasnt thinking about tournament rules . It's because people use it as a way to make themselves feel better about him having higher potential than the others. "Oh well, at least he's a worse fighter than the others" is a way to make them feel better and some take it too far. Is Gohan a less skilled fighter than Piccolo, Vegeta, Krillin , Goku and Roshi. Some of the fighters have these crazy shortcoming when it comes to fighting. Goku let's his guard down too much, Vegeta lets his ego get in the way, Gohan underestimates the situation, Piccolo talks too much, Buu never starts serious(more so than Goku).

The weird thing is, that they seemed to be getting rid of that trait with Gohan in Rof. Both the movie and the arc had him take the situation with Tagoma or shisami seriously. In Rof he even states that he wants to be careful. When has piccolo talking to much got in the way of success ?
Gero(he was talking smack instead of blowing him up right away) , and Frost(if he had blasted him the second he grabbed him he would have won) are the big examples. Cell gets a pass since he actually had a reason that time.

I'd argue he's much less skilled than them but is still skilled enough to hold his own.
