Of course he's one of the main characters in Dragon Ball. The first half of Dragon Ball obviously had Goku, Bulma and Roshi as "the" main characters, but Yamcha was also a major character. We didn't follow him like Goku obviously. But we basically see all the fights he's been involved in, we see him evolve, get stronger and older. As a guy who watched Dragon Ball episode 1 as a 5 year old, at the time I was 10, I got older too while watching those characters get older. So of course, I followed him and the rest. That's why I like him and many of the Earthlings fighters. You really don't get how people can like him? Well fuck me then.
The reason him being a joke in-universe in Super is because of the memes. Basically what Super_Divine_Genki said.

But yeah, treating a character as the butt of jokes nearly universally, except in cases where they bring about their own pratfalls, is something Toriyama never, ever brought to the original run, nor to his manga in general. One of the incredible things about him is that, despite all the absurdity, he always treats his characters sincerely.

Fact is Yamaha's a joke and has been for the better part of at least 20 years. The show is just self-aware of it and treat him as a lovable loser, which is fine imo since even when the series try to treat him seriously, he still ends up on the losing end.

When the real titles Epsoide 94 title leak, he tried to cover himself by saying it could be a revised. I had been on hiatus from Super when that episode aired. I had to go back and marathon about 30 episodes that I was behind on before finally registering here. In Dragonball he was treated as a major side character on nearly the same level as Krillin. Tenshinhan doesn't even debut till halfway into Dragonball. In DBZ he's generally pushed to the sidelines like the rest of the humans, but was still always treated as a fighter until the end of the Cell saga. He's in all 4 big tournaments of Dragonball (the 3 main tournaments and Baba's), for that matter. But yes, Yamcha is little more than a running gag, especially in the manga where he had less screentime. We're talking about the guy who took a headbutt on the nuts just for some cheap laughs at his expense, complete with the audience laughing and making fun of him, for Christ's sake.
"Oh but that was Kami-sama"...sure, but Toriyama could've used any character of his cast for that role, it's just that Yamcha was always his go-to guy when he needed someone to be pathetic.
If anything, the way the movies liked to portray Kuririn insistently as the butt monkey bothered me way more.
