Goku's life's goal is to improve himself, it's what he wakes up in the morning for, it's what motivates him to breathe. More recently (Cell Arc maybe?), it seems to have been established that this behavior is a Saiyan trait, so that also goes a ways to explain things. It isn't half as vague as you're presenting it as. Goku wants to improve because he has the same motivation as every other generic shounen hero ever, he wants to be at the top of the food chain. As for the exceptions you pointed out, Vegeta wasn't crazy about self-improvement yet because no one was. That attribute of the Saiyan personality wasn't introduced until the Android Arc. As far as Gine goes, we don't know anything about her, or any non-fighting Saiyans for that matter. In fact, we've never seen an extreme competitive nature from any non-Super Saiyan character, so that attitude could be unconsciously switched on once Saiyans reach that level. For all we know, Saiyans are just as aggressive and competitive regarding any profession they're a part of, there's just not enough information.

Say, jiren's race is able to reach angle levels, dosen't necessarily mean goku will be able to as well, for all we know Saiyans tap out at god of destruction levels..he wants to be at the top of the food chain. I see it as him getting excited to beat the opponent because of his weird obsession over fighting and training..

Going with the explanation it was introduced later for Vegeta again takes it out of universe..
In universe it's simply because he wanted to surpass Goku.. it's not fully his Saiyan nature but his attitude of approaching things..
We know that gine wasn't much of a fighter, that is an instance of Saiyans not wanting self improvement from the get go in fighting department at the very least..
Your explanation of them being competitive in any field they join might be an acceptable, but for its evidence we would need to include half Saiyans which throws a whole lot of unnecessary factors into the equation..
This makes me inclined to go towards goku being this crazy about self improvement a psychological attribute rather than a biological response

Does Freeza run the empire? Because, reading the Freeza arc at best all its mentioned is that his hobby is to collect and conquer planets. Heck, from what's suggested in Resurrection of Freeza the empire was falling apart because Freeza, and all of his strong warriors weren't there to scare his planets into not revolting against his Empire.

How can conquering and collecting planets not be considered a hobby? For Freeza its an activity he does for leisure in his own time. According to this, video games from the Dragon Ball franchise have sold 40+ million copies worldwide, of which 15+ million were in the USA (as of December 2014; Xenoverse should add 2-3 million to this total). As a video game series this puts Dragon Ball on the same level of "Street Fighter", "Medal of Honor", and "Civilization." Just thought to throw that out as a fun fact.

Has there been any merchandise that use "SS" at all? I'm not sure of merchandise, but I don't think I've seen "SSj" used in any of the games.
