I don't get why people have such an issue with Cabba, Caulifla, and Kale transforming into Super Saiyans so easily. It does look ridiculous at first, but sit and think for a while. They are not three barely-trained little kids like Goten & Trunks, who were special because they are Saiyan/Earthling Halflings, they are three trained Saiyan prodigies, and Cabba & Caulifla are probably the strongest base Saiyans in Universe 6. The Saiyan of Universe 6 are also stronger than the Saiyans of Universe 7, seeing that they are no longer born with tails, most likely because they didn't face extinction twice so their generations progressed more than the Universe 7 Saiyans (who first lost Planet Sadal and then Planet Vegeta). Goku, Vegeta, and Gohan had to train their asses to transform into Super Saiyans & beyond because Super Saiyan has a required battle power. Cabba & Caulifla are far above the required level to become Super Saiyan & even Super Saiyan 2, because they have already trained their asses in the past, and this is obvious from the fact that they can give some trouble to Vegeta & Goku respectively while in the same form. That's also why Gotenks could go up to Super Saiyan 3 so easily, he was more than strong enough thanks to the unnatural high battle power he possessed. Base Kale is also very strong as well according to Caulifla, she just has a pathetic personality. And as for why they never transformed in the past during all their battles, Goku & Vegeta are two of the strongest mortal fighters in their universe just in their base form, and without any SSG power. Seeing Cabba was selected back for U6/7 tournament and he didn't have Super Saiyan, the base Saiyans of Universe 6 are probably at the top as well, so the strong ones probably haven't fought anyone strong enough to make them transform, and they also fight in teams (Cabba said he has fought alongside with Frost), so that makes the situation for them to transform even harder to appear.
TL;DR, Cabba, Caulifla, and Kale are fully-trained grown ups & prodigies who are already more than strong enough to transform, not little inexperienced kids. No, Raditz won't be able to transform by making his back tingle, because he is a weakling.
