Not saying Tien would win. The Base Gohan we saw was different. Supreme Kai told him when he first unlocked mystic that he now has access to all his power. So he doesnt need to transform into SS. He develops his extra appendages, blinds Piccolo with the Taiyoken, and then proceeds to use Kyushojutsu to strike fatal regions of the anatomical meridian system like with Commotio Cordis. Don't just punch your opponent in the face like what over 90% of the cast seems to do. Use what you know about martial arts to attack the regions of body that can't be strengthened.

You could say the same for Piccolo and all the unique abilities he doesn't even use (growing, transmutation, telekinesis), and with all the experience of God, Nail and Piccolo Daimaō combined Piccolo should be one of the most impressive martial artists in the series after being reincarnated and merging. It's not a matter of narrative relevancy but what either character is capable of doing in a fight. I cited physically unbuildable segments of the body for a reason like the larynx, temple, and trachea. More importantly, Tenshinhan should not be attacking the external defences, which seems to be the predilection for virtually everyone in this series, but aiming for the most vulnerable regions using meridian points to attack arteries and organs. For example, attacking the trachea and disrupting the respiratory system could potentially induce unconsciousness.
It's interesting you cited Cell as Piccolo seemed all to willing to allow him to use the Taiyoken rather than immediately plunge his fist into the bio-monster's skull. These characters are hardly ever rational. If they were then most of the tension would be sucked out of the fights as the "heroes" are using the practical techniques and strategies to kill or nip a threat in the bud rather than let it fester in the hopes of gleaning a "good" fight.
MainJPW: Most of those are examples of mystical transformative traits exclusive to Namekian physiology. I think it would be more appropriate to compare those with a puffer fish ingesting water to increase its size for intimidation purposes, not human constructed technical martial arts. Also, I never really saw much to distinguish Piccolo's "style" from anyone else's in this series except for the obvious changes in name for Ki blasts which largely overlap each other in damage type anyway. The hand-to-hand combat system in Dragon Ball is, for the most part, universalised with only an occasional hiccup like the stances.

I'll admit that I haven't followed the series as carefully to see what would make people think that aside from them simply getting grouped together because non-saiyans, so I'm not gonna argue. Ever since I've seen them bring back Roshi as a fighter and hold his own against Freeza's henchmen, I realized the writers would play with power levels as they see fit, and any given character would be as strong or as weak as the story needed them to be.
