Is Super having trouble coming up with new villains? Why only 1 villain in 100 episodes?

Quality over quantity and I still believe that beerus is a villain. He spared Goku for sake of his survival only. If he believed in Vegeta's potential, Goku would hakaied after Grand Priest announced the Zen exhibition match

Beerus is not a villain. He's a god who is doing his job and is basically arrogant at his job. He's not there to be a villain.

He's destroying a planet over pudding. And as confirmed in the universe 6 arc, he hasn't been doing his job in quite a while.
