Tien should've been handled much better than he was.
Rebrianne is the most annoying thing to come out of modern DB and to make things worse she was promoted alongside Jiren and Kale, both who are powerhouses.
Caulifla is also very annoying but I'm hoping the dub can fix that as her screen time and Kefla's isn't wasted on gags like Rebrianne.
I expected more from the Namakians.
Universe 9 went out too early, especially the 3 wolves who were somewhat developed at the start so it would've helped to have them around for a bit.
Cabba and Frost were just wasted but the manga could change that.
I think that guy Gohan fought who has the family could've been developed more.
This is just off the top of my head as I'd have to watch it again to form a full opinion on everyone.

I will have other posts to say more about this topic later, but for me the 10 most Disappointing Figthers in the ToP.

Any Time now I said up to this point I was "Disappointed" in any character I am sorry. Any one of these characters that have been mentioned already all have interesting concepts, designs, personias, powers, etc. To say a character is a letdown is to hide the culprit of what undercuted them the most, so the real disappointment is;
TOEI Writing itself.
Toei IMO proved in several ways they where over their head in this arc in juggling it. They had so many great character concepts and they slepted on so many for whatever various reasons we can come to our minds. But they proved that they have massive problems in creative and multi-story writing and writing a story that is not mono-centric towards 1 Foe, aka how the ToP is ending up with it ONLY being about U11.
Episode 119 speaks for itself, 3 Great U4 characters, Toei Dropped the Ball on them.
Their are acceptations like Episode 118, but I find it more few then I like outside of that.
So NO I Not Disspointed in any Character, only TOEI for their lack of creativity, storytelling and will to utulize all that they had in these characters.

10. Krillin. I can't bring myself to put him any higher because his recruitment episode and the development he got in the two-parter were my all-time favourite things from Super. His tournament episode was decent too. It's just...someone had to go out first, why couldn't it have been someone who didn't have such a great buildup?
9. Kefla. She was pretty cool and her defeat was an all-time great moment, so I don't put her too high. The disappointment comes from the fact that she didn't have as much of a personality beyond typical fusion arrogance when compared to her fusees, and she didn't really accomplish anything. Plus her green-hair form looks goofy.
8. Narirama. Universe 3 had so many cool fighters, some of whom were actually pretty well utilised (Anilaza and Katopesla spring to mind). Why was this guy built up as the big threat? When they were outlining his specs before the tournament, I was thinking of all the cool fight sequences you could get out of him. Instead he got immediately flattened by Basil and Hit. At least it was cool.
7. Damon. Remember when people thought he might be the mortal stronger than a God of Destruction? What crazy days those were.
6. Frost. Probably the biggest case of disappointment whiplash in a character, he went from a cunning, threatening antagonist and foil to Freeza in 107 to literal kouhai in 108.
5. Bergamo. That angle of Goku's obsession with battle endangering the universe was the best idea the ToP arc ever squandered and it basically died with Bergamo. The writing was on the wall for him and Universe 9 for a number of reasons, but they honestly deserved better. He showed promise as a decently powerful fighter (taking on Blue Kaioken Goku in a beam struggle is no mean feat) and his fury at Goku for the situation he was in felt justified, even knowing it wasn't truly Goku's fault. It's just insult to injury that his attempt to get revenge got him and his Universe destroyed early on, while Goku gets to keep on having fun.
4. Ribrianne. Look, more than enough has been said on Ribrianne and I'm well over the hate. I'm not going to say it wasn't overblown by the fanbase's sizeable percentage of insecure blokes but...it was overblown by the fanbase's sizeable percentage of insecure blokes. However, you can't deny that there were some issues with how she was handled. Despite looking like she'd be a big player, she never accomplished much for all her bluster. She had a good thing going with 17, but instead got squandered fighting Goku and Vegeta, who barely had any dynamic with her. She got better in her last couple appearances, but unfortunately never quite made up for it.
3. Khaseral. I honestly thought the Pride Troopers were going to be the top dogs of the ToP, but Khaseral and his squad getting wiped out so early put paid to that. It's especially jarring because he was the only member besides Toppo to exhibit any personality. And you know what, I'll let Jiren off the hook here, at least his stoicism feels intentional; why is Dyspo still around? I couldn't tell you a thing about him except that he's fast and inexplicably looks like Beerus. Whereas Khaseral was Toppo's right hand man, with a cool design and a heart of gold. That whole bit of him disobeying Toppo's orders to rescue a cat was a lovely moment and was the only real showcase we got of the Pride Troopers being the heroes they claim to be. He should've been in the final battle alongside the others.
2. Tien. Yep, this was obvious. He gets a shitty recruitment episode, smacked around in the Goku v Gohan fight, and does basically nothing in the Tournament outside one joint elimination and a token "cool" moment. His elimination in 106 wasn't even that bad, it was just jarring that it was all he got, while nearly everyone else got multiple "cool" moments, even other seemingly unimportant characters like the Androids. He's an easy candidate for most disappointing Universe 7 member, except, well...
1. Vegeta. Oh, how I debated whether to put Tien over Vegeta or not. I think at the end of the day, Tien's lack of prominence just suggests the writers/creators don't know what to do with him any more. That's sad, but it happens all the time. Whereas Vegeta is always going to be relevant, and what makes him more disappointing than Tien to me is how cynical he's been portrayed. In prior arcs, he was popularly considered the best-written character in Super, owing to a combination of decent fights and great character moments that expand on his post-Buu development. He had a strong start during the recruitment arc, but since coming to the Tournament he's reverted back to generic arrogance and obsession with being the best. It runs counter to everything good about Vegeta since Buu. It also makes me doubt the integrity of everything that's come before. Is the great stuff with Bulma, Trunks and Cabba genuine, or is it all just point-scoring to appease his fans? I don't know, but it certainly hasn't carried over to the ToP. If he cared about his family, he wouldn't risk it all by trying to challenge Jiren alone. If he wanted to mentor Cabba, he could do more than beat him up and berate him (I like how everyone makes a big deal about the Vegeta/Cabba thing, but in classic Dragon Ball fashion, Goku/Caulifla surpassed it without even trying). And outside of a few standout moments, his dialogue could be written by throwing darts at a wall. "I Vegeta, will defeat you and surpass Kakarot!"
If this is going to be our second-leading man going forward, then I'd rather have someone else. Bring back Gohan for keeps. Hell, I'll even take Freeza. You want to talk top 10 non-disappointments? There's your number 1 and 2 right there.

Say what you will about Universe 4 and Universe 3, but Universe 4 actually contributed something to tournament by the most important thing of eliminating one of the best performing fighters in the entire tournament up to that stage, and Universe 3 was a major threat the strongest fighters that Universe 7 had to offer and was indirectly responsible for Universe 7 losing another fighter. Both Universe 3 and 4 had some kind of effect in the plot or major relevancy. Nobody on Universe 10 contributed anything of importance or really feel as if they were a challenge. And the only character that who managed to do something was Obuni. But he didn't last long when Gohan went Ultimate.

Universe 10, without a doubt.
I knew this would happen. It wasn't a big surprise. There was no way Universe 10 would go that far when their God of Destruction was a buffoon who valued brute strength above intellect, and a Supreme Kai who preferred to drink tea and waste time on 'godly' social medias instead of devising strategies and plans for the battle. Don't even get me started on Lilibeu, who 'forgot she could fly'... where did Rumsshi find those deranged fools? It's a shame, because their team had several fighters who could fly and thus had a natural advantage, too bad they lacked a functioning brain.
A sad ending to a Universe that gave birth to the most powerful Supreme Kai that had ever lived.

Akira Toriyama, DBS vol.4 joint interview with ToyotaroAt his core Zamasu is good like Shin, though I guess you could say he was so fastidious that it backfired. But you know, for this "Future Trunks Arc" you had to depict Zamasu and Trunks' inner conflict, right? If this was back when I was drawing the manga myself then I doubt if I could have done it. I mean, I'm not very good at depicting the characters' psychology on the page. So this all came together because now I only have to think up the story. [...] On my own, I doubt I would have been able to express Zamasu's fall to the dark side.

It blows my mind people are listing Vegeta. He has the most amount of screentime after Goku, the most amount of eliminations, and he appeared in almost every single episode. Just because he didn't take out Jesus himself doesn't mean he didn't do well.
I would have loved if Gohan, Piccolo, etc. even got half the amount of focus Vegeta got.

He also indeed was not at his full power, but both 17 and Vegeta where impressed with her level of power.
In the Beginning, Toei was pushing Ribrianne it seemed as powerful, as well as others like Kale.
But Ribrianne as well as many others where Sadly Held back in power as the ToP went on and their was never really an explanation given in-canon why.
But this is hardly Ribrianne character's fault in her character persona, development or final ideal, so the blame on those or her character is not what should be what we worry about seeing. Toei regressed ALLOT of characters, mainly new ones, in the ToP, many names said already. Toei took Good concepts and build-up and they just buckled on showing them instead in favor of some moments of power showing, aka Jiren, U3 Final, Kefla, Episode 118, but never a full on many fighters where on a Blue level and Over the top Dramatic Threat effect. Ribrianne is just one of many victims of Toei holding characters back for whatever reasons they did in power in favor of just moving the story along, flashy battles with power-levels all over the place and mono-thinking to get to U7 always being the center of attention but never really in danger cause of whatever reasons we can think of.
So I think the Disappoint is a more broader ideal then just a few characters, it is really the Vast Majority of the whole of the ToP roaster that they did not live up to the levels many thought they would. I think that is undercutting many showings of power and grand fights IMO to be honest, but Toei did drop the ball on all of their Power Hype and Development and so that is why feel the blame is not on the characters and who they are, but Toei for buckling under whatever preasure to not push them further in power or showing more struggle for U7.
This does not however equal bad characters or developments or IMO a real ideal of disappointment in a character like Ribrianne. What Toei seem to lack in showing power they made up for in Gallons in development. Just 118 gave more Golden Development for Brianne and U2 alone then I can still count and will go further into that when the time is need.
So the problem was Toei got lazy and sloppy in development of great power showings for many fighters, but for the ones that really counted they made-up for this in personal character developments.
EDIT ~~~ One thing I forgot to add is that while the Base fight of Ribrianne vs. Goku and Vegeta where indeed confusing and regressed Ribrianne's power level it seemed for no good justifiable reason, the fights themselves where HIGHLY entertaining and had allot of personal context to them, getting to know Ribrianne and her ideals and Goku learning again about a new form of power while the rest of the on-lookers of the ToP commented on the showing of power that they where impressed by. Also in the Vegeta fight Ribrianne is one of the 1st and seems Only times a Characters gave Dramatic Context and Weight to the ideals of her Universe being erased in 111, that is a very good and welcome moment for tournament about the erasing of universes seem to lack drama about that being talked about.
So really when we get off the power level train abit their is more interesting context that we tend to overlook in wondering the power levels to much

I purposely did not elaborate on her just to be silly, and she already receives enough vitriol from the fandom. 10.Ribrianne: While this may come as a shock to some I was a tad disappointed with how she was handled in the overall tournament. I mean sure she did more than the other new characters this arc and did make it to the top 25, yet she never got a big win sadly, also I swear they made her weaker with each appearance. The one saving grace is that she did just enough to guarantee her a spot in a future Dragon ball game.
9.Caway: Liked her design and she had a pretty cool ability but sadly she didn't amount to much and her fight with Roshi wasn't the greatest.
8.Tien: Not much to say other than he got the worst treatment out of U7 and that his knockout was pretty bad.
7.Krillin: Got a bunch of build up before the tournament and even an improved technique, only to fight a blind fox man and get ringed out by Frost early on. What a shame.
6.Ganos: While his fight with Roshi wasn't bad I didn't like his transformed state at all and he got taken out pretty quickly.
5.Damon: I assumed he would do more and it turns out he was pretty weak and pathetic in the end, only good thing about him was his voice.
4.Kahseral: The only other Pride Trooper to get built up in U11 and he gets taken out in one episode and amounts to nothing.
3.Pepsi man: Really liked this guy and he was pretty funny but alas he got a pretty crappy knockout after being shown to be somewhat strong.
2.Narirama: Shown to be the perfect survival robot only to get destroyed in the beginning of the tournament. Atleast it was by a strong character like hit unlike my number 1.
1.Nigrisshi: Man oh man did this one make me really salty. Has a cool design, cool voice, and was told to be the strongest modified warrior of U3, and what does he amount to? Nothing, he gets his ass handed to him by base Cabba who didn't even seem to be trying. Soured my view of U3 up until 120 and I'm glad they didn't do poorly like U4 in the end.
Bonus: Toppo, because he didn't do much of anything thus far.

Who in turn looks like a rehash of Cell's alpha design by Toriyama, mixed with Freeza's limbs, lol. Toei always did super-lazy and blatant rehashes for their fillers and theatrical movies. I'm actually pleasantly surprised by the heights of originality in the ToP characters, though to be fair, they were probably all designed by Toriyama and Toyotaro. That's why The Preecho looks better than that Torbie guy by far.
