Will Blooma die during/after ToP?
Since Hiromi Tsuru sadly passed away, do you think Toriyama kill Blooma, rather than have Toei to recast her? Hiromi Tsuru was one of voice actors personally choosed by Toriyama, and she's been Blooma for over 30 years. I know some classic characters, like Kenshiro from Noth Star, has been recast.

Is there some law that says DB can't have recasts ? Bulma, Goku, Vegeta and anyone else who loses their voice will get another one like the countless characters who've been recast in the past and who'll be recast in the future.
July 9th 2018 will be remembered as the day Broly became canon.

No, Bulma will still be around, just voiced by another voice actress. Joji Yanami voiced Kaio in the first 12 Super episodes, but was struck ill and was immediately replaced by Naomi Tatsuta. Bulma will be fine. Other dubs should obviously not be affected by all of this.

Does it matter? Show's all about Goku anyway. Only he matters. Aspects of the End of Z are going to change anyway as Vegeta won't be in the dark about the identity of uub and won't be asking Goku if Captain Chicken or whoever is "The one". Bulma also doesn't contribute anything beyond making time machines, which is played out. So may as well save money by not reprising what is clearly a non essential character.
Maybe instead of die she's just written out. We know she's there, characters talk about her, but she's never seen, or at least says anything on screen again. The show won't suffer in any way.

I question where are people getting this claim from that it's tradition of Japan to kill of a character if the VA dies, out of respect for the VA, because in Japan, they see the character as the VA? Past DB history has shown that there have been more recastings than anything else.

I've been beginning to wonder more and more if the cast and crew knew Hiromi was dying. Bulma's famous last words to Goku and Vegeta in ep. 96 before the start of the ToP, Bulma being absent from DBS for what seemed like an eternity, and the ending theme Boogie Back.
It couldn't have been all just a coincidence, could it?

Tenshinhan's VA passed away but he wasn't killed off for Super as a result. I can't see Bulma passing away either(without revival)

No he didn't kill off Roshi or Tien when their VA died.

They won't kill her off, she's one of the two original lead characters and she just had a baby.
At worst her replacement voice actress will see her role reduced the way Bulma's been absent for most of the ToP arc prior to Tsuru's death. Like we'll see Bulma once in a while, but she may not be integral to the plot like she was in previous dbs arcs.

Bulma should be written out, out of respect for the VA, but sadly there's no way to do it with her being such an internal character not to mention EOZ.

Besides, there's no way Hiromi Tsuru would want her role to end. She undoubtedly put her heart and soul into the role, knowing just how important it was to every fan of DBZ. So what I'm guessing is that Mrs. Tsuru herself would want a worthy successor; someone to continue the work she started. She wouldn't want Bulma to die, just because she herself can't voice her anymore.
IMO, killing Bulma off would actually be the worst thing we could possibly do to Mrs. Tsuru.

She should be written out because Bulma doesn't do anything that can't be done by Dr Briefs. On the rare occasion she is useful. And as they don't focus at all on the bulma/Vegeta relationship and as bulla becomes a weakling in the EoZ, there's nothing lost there.
Super is The Goku Show, so can easily withstand any character except him being written out.
