I think it is clear the US will never see Dragon Ball Movie #1 ever released within our borders in a subtitled format for whatever reasons.
If you wish to see it, you currently have only 2 real options.
1) Purchase the MadMan R4 releases
or
2) Purchase the DragonBox Movies release (I am assuming the singles will be released after the GT discs)
The R4 discs only have the English soundtrack and is edted, and the R2 discs have no subtitles. This leaves no viable option for those who wish to purchase a disc with the English subtitles and Japanese audio track.
I would like to propose that the DBZ community fix this by providing our own subtitles and means to adding them to a DVD. This would require a fan to purchase the R2 release of the DragonBox Movies (box set or singles disc) and add our own community subtitles. It must be the R2 disc as it is the only version that contains the Japanese audio.
I am willing to handle most of the technical parts of the project. Many of you may have seen the photo where I added subtitles from FUNIs release of DBZ movie 12 to the DragonBox release.

I plan to offer the subtitles in a variety of formats, to either be played on a computer, from an AVI/MP4/MKV file, and muxxed into the VOB files to be played directly from the DVD player as in the shot above.
The project would ONLY be a distributable script. No downloading of the movie, video or audio. Only the script in several different formats so individuals may use it to their own purpose. Individuals would be able to purchase a legal copy (either through a used DragonBox Movies or the Singles when it is released) and apply the subtitles we create. The hosting page will offer instructions on how to go about doing this.
As long as we are not providing the community with the audio or video, I think we should be fine from a legal standpoint.
What I cannot do is translate Japanese.
If you can help translate accurately and wish to help, let me know. If you can't, but know someone that can, please point them in my direction. I've grown tired of waiting on FUNI and have turned to the community to fix this. I'm ready to do some work and I'm just looking for someone else who feels the same.
NOTE: I should note the subtitles will be timed for the DragonBox Movies footage though.
