Dr. Gero turning himself into an android

I think it's more of everyone learning of the attack and they tracked Gero and 19 till they found 17 and 18 and mistakened them for the ones that did the initial attack.
But then the next question would be: Why did Gero release 17 and 18? Didn't Trunks mention that the new 17 and 18 were stronger than the Mirai version (or I may have it backwards)? If this is true, amybe Gero thought that he had powered them down enough to where they were no longer a threat to him.

Dr. Gero wanted eternal life, stated by himself when #18 mentioned that he had mechanized himself as well. Never was it stated that having an infinite energy machine inside one’s body stopped them from growing older and eventually passing on. That would explain why Dr. Gero switched to a complete or nearly complete android-like body, apart from his organic brain.
The switch to only an absorption model may have been for quite a few reasons. It’s possible that the good doctor’s life was reaching it’s end (the only image shown of Dr. Gero before becoming a/an cyborg/android depicts him as very old), and, not caring at that point to be the strongest being ever to exist, decided to hurry along with creating #19 to help complete his own transformation. Then, once having enough time, would work on giving himself an infinite energy machine in his new, mechanized body. This would also give him all the time in the world to work out the “problems” with #16, as those same problems may occur within himself.
It may also be because Dr. Gero just feared having all that power. It’s possible he thought he might end up like Freeza, assuming he could still feel this particular feeling. Having all of this power eating away at you 24/7, and it’s not like he can just make a suppression state to enter into and exit out of in the heat of battle. (Yes, I know he didn't actually know Freeza or anything about him.)
Maybe thinking “to heck with it” and simply skipping around all of those “problems” the IEM offered, he just went the easier route. Dr. Gero made a statement that leads one to believe he was stronger than #19. That might have been a way of getting around the problem of needing ki to maintain his mechanized body. Make himself strong enough to be able to go long periods without having to recharge.
Not to mention giving himself an IEM at the same time he's having his body switched to a mechanized one may simply have been too dangerous at that time, and with a little waiting, he would have all the time needed to switch later.

I have a question that is somehow related to the topic and I hope it's alright to ask here.
Gero turned himself into an android - thus, he was a machine with a human brain if one could say that.
#19 is often listed as a complete robot as well - but looks like a "parallel" model to Gero himself (after the big bang, the brain in the head can be seen like in the head of Gero's).
So, is it correct to assume that - while #16 is the only "full" robot - #19 has been a human like Gero?
(Btw. Has Gero after his death still his android form?
I don't like GT much, but it is kind of bizarre that while he can fly and so on, he couldn't suck Pan's energy when she grabbed him...)
To topic: I think "creating" #17/#18 was different - he upgraded their real bodies with enhancements.
I think his model was easier (and perhaps) earlier done, as he could have created the whole body by himself and then have his computer transplantate his brain.
Otherwise his computer would have had to operate his body and so on, which would have been more complicated.

Didn'tDr. Gero know the location of Goku's house? Why choose an island nine miles southwest of south city --practically the opposite end of the world from his lab? to launch his attack?

So, I sort of have my own ideas on what kind of android/artifical human/whatever 16-20 were and I was wondering what you people think. And also if there is any evidence to support these:
16: 16 appears to be a fully organic/mechanical machine. It's seems to be suggested that he has a computer for a brain and was never at any point human. His body is the most machine-like; as we see he can detach his hands and such. The only hint that he has organic components is he gushes blood when Cell crushes his head into a million pieces.
17-18: I think that 17-18 are most likely some form of genetically engineered superhumans with only minimal machine components, if any. Is there any evidence to suggest they were once human? The fact that they behave like naive, immature children seems to imply that Dr. Gero simply brought them to life. I believe he built/grew them in his lab as the research precursors to Cell. Also 18 had to at least have mostly human physiology in order to have a child with Kuririn.
19-20: Gero was obviously an ordinary human who augmented his body with cyborg implants. That scan of 19 makes me think that Gero had probably replaced that body's original brain with a computer.

This is one of a number of parts of the series I've put some thought into for fanfiction purposes and I've come to some conclusions and ideas from that. For the first matter, as to why Gero went with the absorption model, probably a few reasons. Could have been easier to make, easier for 19 to work with, etc.
As for 19 and 20 in Trunks time, I believe they existed then as well. But I believe that Piccolo and/or Vegeta, even without the warning, could have taken out 19 thus sending Gero off to activate 17 and 18. Trunks would have grown up knowing only of 17 and 18, especially if Vegeta/Piccolo was/were the only one/s to see them and died before they'd told anyone that lived long enough to mention them to Gohan or Bulma.
As for the powers of 17 and 18, I think that was just Trunks' ignorance of the strength of the Androids from his time. He never fought his Androids at full power, only the half power they used against Gohan up until killing him. Meanwhile the 17 and 18 he encountered in the past didn't hold back thus making him think they were stronger. But their powers were exactly the same.

Actually, Toriyama answered this in an interview. Apparently 17 and 18 wern't as evil in the past timeline because of Trunks stopping Freeza. Something to do with one of Freeza soldiers killing their parents in Trunks timeline but Trunks killed all the soldiers (something Goku wouldn't have done) and in-advertantly saved their parents.In the main timeline, Trunks' and Cell's timetravel causes 19 and Gero to survive and apparently Gero managed to improve 17 and 18 (making them more powerful as well as less evil).
