I think the Taiyoken somehow uses ki to reflect and amplify the sun's light. All the canon times it was used was when the sun was out. However, I don't think your power level has anything to do with its intensity, everytime it's used it seems to have the same type of effect no matter what your PL is.

Well, DB Tenshinhan's, Early Z Goku's, Namek Arc Kuririn's, 1st Form Cell's and SSj4 Goku's all looked pretty much the same.

Not to mention Kuririn used it against Freeza effectively, so difference in Ki obviously doesn't matter.

So yeah, maybe Taiyoken doesn't have much to do with Ki at all. At least not with how much you have.
