Ah, yes, Senbei was trying to pass Arale off as human in order to prove his brilliant design:

No no no, not noses! Nostrils!! I mean c'mon, you make it sound as if Penguin Billage is full of Kuririns. It's the nostrils that AT doesn't draw on the Slump characters.

I used to have a Krillin action figure, and it actually had a small bump, which I resume was a nose

So I guess he does, it's just hidden well...

One of the pranks the oldaboys pulled on him at the monistary was to beat his nose in and glue the nostrils shut. Ah, what wonderful young monks...

(Nah, even if ... it'd just be small. More likely it's a Toriyamaism.
