Likely because Toriyama was making things up as he went, and he hadn't thought of Namekian regeneration yet. Heck, he probably hadn't even thought up Namekians yet. I like to think that, with more power, comes better regeneration.
Semi-Perfect Cell exploded at a level that I would consider to be Piccolo's in the Cell Games or the Majin Boo arc. He regenerated from it and recovered his perfect form. As "Super" Perfect Cell, he would be able to regenerate from small pieces, like Majin Boo at a loss. Instead of being percentual, I like to think of it taking a toll on Piccolo Daimao, as a fixed value for which he did not have the power.
Out of universe, it represents Toriyama's change in direction, inherited by different characters like he once did, when Pure Boo's origin was retconned, and it looked like Beers's in role.
Here's a side question: shouldn't Bra have been translated as a pun of Pull-up instead of Bulla? Edit: damn it, the format of spoilers is too close to the text.

Besides the case of "Bulma" being written out all over the place in the manga/anime, most English speaking audiences probably have no clue what "bloomers", or rather buruma actually are to begin with. I would prefer the Bra transcription of bura to be translated into Pull-up to be honest. Just like Kefla was assumed directly from kefura, Funimation decided to switch the 'r' for a set of 'ls' in Vegeta's daughter, hence Bulla and not Bra. Do you remember Viz's Pocus instead of Pui Pui? The translators got the idea of magic spells down and decided to adapt the pun's meaning by changing the name. This kind of translation is fine to me. Herms has once suggested that Shin-jins were actually Pit-people instead of Core beings for example. They came from an apple's pit or the Kaioshin realm's core.
Bulma is just a direct translation from buruma without going through transcription in the same manner that they changed the 'r' for the 'l' in many cases. I wouldn’t go as far as calling it “pretentious” but I always found it silly when people insist on calling her Bloomer or Blooma. When all official sources (including the manga artwork!) call her Bulma. For me, what matters the most is consistency (for example, don't use "Bulla", a clear Funimation dub name, and then turn around and call Chi-Chi "Milk"), which should be obvious enough, and in second place comes readability. Part of the point of translating is to make things understandable, to enable readers/viewers to follow along despite not knowing the original language. When you leave complex terms untranslated, for example leaving "4-star Dragon Ball" as "Si Xing Qiu" (pronounced "si shing chu" I believe), you're gonna make people have to stop and look it up, and that's too far for my tastes, even if it is more accurate to the source material. What good is accuracy if people don't know what you're saying? (Yes, people will only have to look up each term a few times, but don't give your readers/viewers homework.)

The Portuguese dub used Quica for Chi-Chi and it's fine, because Chi has been translated as Ki, and the sound of her name is Ki-kuh. "Chichi" is piss in our language. Like, I want to pee, which translates to "quero fazer chichi" (the way kids say it). So no, it's not just about creating confusion, because professionals did it in their dubs, but as sophisticated people that we are, we are allowed to come up with better names to amuse ourselves until they become ingrained.
Next question in line with this: would you prefer fusion names to use less separation and concatenation of words and more playful meanings? Example: Beers and Champa fuse into Black Velvet (a drink made of beer and champagne) and not Champeers.
