Max non-ssj saiyajin power

How powerful would be a saiyajin with exhausted zenkais and in ozaru form? (Without super trainings, power unlocks, ki control, ssj, ssjg, etc)
What about the entire army?

Dragon Ball Super: Broli probably answers your question. Even without Super Saiyan and special training, Broli can use Great Ape powers to compete with Super Saiyan Blue.

He is exceptional, I meant the regular Vejoetable like maybe Raditz or Nappa

Then, it’s impossible to tell. They probably would still be weaker than Freeza, regardless of using Great Ape or not.

I personally think Goku by Buu saga is like 65-72M in base.

But I don't know if that would be his max
