Why is it still being called Mastered Ultra instinct?
Silver haired form is completed Ultra Instinct or Just Ultra instinct. Nothing about the form is mastered.

SSJ is an abbreviation of the Japanese term for Super Saiyan, “スーパーサイヤ人/ Sūpā Saiyajin”. 人/jin and is not a fan term it's an abrivation.

Jin is apart of several races in Dragonball. I know Namek's have it off the top of my head. Yes. Chikyuujin, Namekkuseijin, saiyajin, shinjin, tsufurujin... And Americans are Amerikajin, and Englishmen are Ingurandojin, and Norwegians are Noruejin... 人 (jin) in this context is not its own word, but a suffix that's (pretty literally) equal to the "-man" in "Englishman". In that regard, you could translate サイヤ人 as saiya-man if you wanted. Toriyama...! That said, I wouldn't call "SSJ" a fan term. It's just an inaccurate abbreviation stemming from an imperfect grasp of how 超サイヤ人 is broken down.
To answer the main topic, it's sometimes said that a lie travels halfway around the world before the truth puts on its shoes. I'd say that this is semi-related to that; "MUI" got out there first and spread like wildfire, and correcting it into "UI" now is a slow and often unsuccessful process because it's become a habit to use "MUI".

The anime did use the term "mastered"/"completed" in reference to the silver-haired Ultra Instinct, mainly because that's what had happened to the form. Goku "mastered" its capabilities.
However, the form has only ever been referred to as Ultra Instinct in its totality. "Mastered" Ultra Instinct had some slight basis that ended up sticking because it was catchy and helped to distinguish better between the complete and incomplete versions.

Omen is another translation of Sign (as the form is an "omen" of what's to come, or a "sign" of what's coming.) SSJ is a fan term as SS has always been the official abbreviation in both Japan and other countries. And probably because to most people Ultra Instinct Sign/Omen was the first Ultra Instinct, so it was an awkward transition to calling it "Sign" and others viewed it as a "mastered" Ultra Instinct.
Officially speaking though, there's only been Ultra Instinct Sign/Omen, and Ultra Instinct. Any other names are fanmade.

it's worth to remember the form was NEVER called "Ultra Instinct - Sign" in the anime when it first appeared, and only in a roundabout manner in the manga(until Moro)
For everybody not using supplemental material like Dokkan Battle units names, UI-Sign would have been "Ultra Instinct" and the white haired version would have been the Mastered\Completed version.
So it stuck, out of habit.

From what I have seen, Dokkan Battle has a weird name convention. Which is why I think it is best to look just at Dragon Ball Heroes (it already gave us "Saiyan beyond God", "Super Saiyan Rage" among others). Since day one the black-haired one is "Ultra Instinct -Sign-" and the silver one is "Ultra Instinct".

But since we're presumably talking about the English fandom, it's easy to see why official naming conventions didn't stick for the casual audience. I imagine it will eventually though.

Not it would change much: that chapter did appear many MONTHS after the anime, which was the main exposition for most.
