At the time the early eps of the Boo saga was animated the manga wasn't finished yet, so I guess Toei assumed Gohan would go back to High School after Boo was finished with and the series would go on from there.

Bimbos and jocks are cute and seeing Sharpner get owned as gags while Erasa is cute and capable would be fun. It's a fun character dynamic because Sharpner is so sure of himself and Erasa has a sort of overwhelming attitude to her in her cuteness. Sharpner would try to solve problems with his self-assured confidence and strength but fail while Erasa would either solve the issue with charm or with reasoning. Not a spinoff, but the actual show. This would all be interwoven into the main series. Or maybe Sharpner/Erasa go from ordinary to extraordinary. An accident leads to life-saving measures that involve bionics or exoskeletons or something. One of their parents turns out to be an alien. The possibilities are endless.

But why them? This sounds ridiculously boring. Besides, DB already has so many underutilized characters like Yamcha, Tenshinhan, and even Chaozu, but you want them to use bland side characters? If you want to have fun talking about this, make another thread about these two nothing characters or write some fanfic. Since Tenshinhan had been written out of the series and Yamcha was retired, Sharpner and Erasa would have filled out the cast. That's what often happens when cast members leave or step back. Plus inject some new energy into the series. Why them, because of their connection to Gohan. Being that they are ordinary civilians, they can do things that the others cannot. It pays to have friends in low places. But as I said, they could also become extra-ordinary.
I don't think it would necessarily take up too many episodes, maybe one here or there, or the occasional subplot.
As far as the modern revival goes, you could still go those routes with them, or if not then at least have them recur as having been married and living next door to Gohan/Videl and they get involved in episodes with them occasionally etc.

The cast didn't need filling out. It's already pretty damn big. If anything, it could use some contracting. What did you see from these two that you find so interesting?
Even if Gohan were going to be the hero, no way they stay parts of the cast. That was always going to be true. They didn't add anything to the Buu arc because they can't. They're side characters that just served to populate Gohan's high school and that's it.
To try and bring it back to pacing, adding even more members, especially boring ones that are easily excised only serves to make an overly long arc even longer. Things like the fight between Goku and Majin Vegeta needed fleshing out, but Gohan's high school hijinks didn't. There were no stakes and the premise ran its course pretty quickly.
