True, but both Cell and Pui Pui were attacked in the heat of the moment if you catch my drift. They weren't grovelling on the floor, or incapacitated, or retreating like the others. Goku would probably respect Pui Pui somewhat for still having the stones to fight back and die on his feet even after he was clearly outmatched. In any case, he didn't have anything to say either way about Pui Pui's death, which Vegeta caused. I suppose Pui Pui really is that insignificant, lol. The Ginyus were all either incapacitated or retreating, and Goku seemed to feel a level of responsibility since they were his opponents and Vegeta just sniped the kills.

I agree about Recoome and Burter but Jeice was in the same position as Pui Pui and a henchmen that Vegeta overpowered on his own. The argument was that it would be OOC for Goku to kill Moro which goes against his willingness to kill opponents or let others kill them in the last two sagas of DBZ. Goku attempted to kill Moro in this chapter and no one had any issues with it since it's consistent whenever he deemed an enemy too evil to let live. The only disagreement came from whether it was necessary to give Moro a senzu bean since Goku just wanted him to go back to prison. I don't think anyone would've had a problem if Goku showed him mercy then Moro regenerated on his own and reattached his arm.

As a kid who didn't have any strong moral guidance, he was allowed to be more ruthless I think.

As a grandfather and friend, I think he's not allowed any slack for not being smarter/more considerate.
