Did Kaioshin take the place of Dai Kaio?
Zamasu the North Kaio of Universe 10 was in training to be a Kaioshin when it seems like Dai Kaio would be next up in the hierarchy. Also the way the characters talk it seems like there is only one Kaioshin per universe who over sees the four Kaios. And that’s it. No Dai Kaio. No 3 other Kaioshins, no Dai Kaioshin. Even though the Dai Kaioshin of universe 7 is why Fat Boo is Fat Boo.

Zamasu was chosen because he was a fighting genius and natural prodigy, Goku even complimented him for his skills and said that Supreme Kai Shin wouldn't last nearly as long against a Super Saiyan 2 as Zamasu (a mere apprentice) did. Even if there were higher ranking Kais in U10, Gowasu would've still gone for Zamasu because it would just be a waste to ignore a North Kai who is somehow stronger than every Supreme Kai in the cosmos.
As for why the other universes only have one Supreme Kai, it could just be that Zeno and the Grand Priest decided to send more Supreme Kais to the U7 because they recognized that that universe is more dangerous/bigger and thus needs a more watchful eye. The 7th Universe was threatened with destruction so many times, I can't imagine the same can be said for the other universes, hence why they would only have one Supreme Kai as opposed to the 5 from U7.

But you know, for this "Future Trunks Arc" you had to depict Zamasu and Trunks' inner conflict, right? If this was back when I was drawing the manga myself then I doubt if I could have done it. I mean, I'm not very good at depicting the characters' psychology on the page. So this all came together because now I only have to think up the story. [...] On my own, I doubt I would have been able to express Zamasu's fall to the dark side.

Since all "Gods of Creation" are of the same race, it's possible that they all hail from the same planet. Supplemental material gives us reason to believe this, although this source predates Toriyama's invention of the 12 Universes, and this information is never actually mentioned in the main series.
Since no other Kaioshin are referred to as "Dai Kaioshin", it is my personal belief that the Dai Kaioshin is "Dai"/"Great" among all Kaioshin and just happens to preside over Universe 7. Because he was so great, he had an unusual number of disciple Kaioshin. It's hard to judge Dai Kaioshin's power without comparison with other Kaioshin, but the GPP arc seems to imply he had exceptional God Ki, at the very least.
I see it as a title bestowed upon exceptional Kaioshin similar to shihan in martial arts. Therefore, it is possible that there could be multiple Dai Kaioshin, or none at all.
Alternatively, the greatest of all living Kaioshin could be referred to as the Dai Kaioshin, but since no other Kaioshin have been bestowed that title (as far as we know), I'm going to assume that's not the case.
Anyway, that's head-canon attempt to make sense of it. We could certainly get new information in the future that proves me wrong.
