If he started out equal he didn't power up much in all that time.

I think he started out weaker just his growth rate is high.
Which helps later explain his ability to keep up sorta with the saiyans later.

You're saying Daimao wasn't that much weaker than Junior at the 23ed? Remember Kami finger flicked Goku who beat Daimao, and Goku and Piccolo both surpass Kami by a lot in the next arc.

Piccolo Jr was born equal and trained. The BOZ numbers just pushed everyone in DB close together.

Considering how Piccolo Jr had retained some of Daimao's memories (he knows who Goku is and knows how the Mafuba works), I believe that he may have also inherited some of Daimao's attack techniques (I believe both could grow into giants), so he had the same potential as Daimao, he just needed to unlock it first before getting stronger.
