I'm not sure if they're wings in the traditional sense. They don't appear to be aerodynamic or least Cell hasn't seemed to use them for that purpose. It's possible they may help in some way with manoeuvring in the air but I'm not personally confident on their ability to keep Cell afloat without ki.

Some flying insects have shells that merely hide & protect the actual folded wings within and I think that's what Cell's "wings" are supposed to be for. However, he uses flight with Ki like most beings and his shell is merely a vestigial leftover from whatever insectoid DNA that Gero's computer put in him.
I mean, have we ever seen Cell flap his wings repetitively to get from point A to B? He just uses them to halt himself in midair or to flex whenever he gets ready to fly.

They might make him a bit more aerodynamic and help maneuverability in the air, but I don't think they're wings for flapping, exactly. Cell relies on bukujutsu like everyone else, which would mean he'd be out of luck at the ToP.

Perhaps if he was in the air out of bounds he could use them to just get back in but I don't think he could fly all over the place on demand, not in his final form, maybe his first.

He can probably only fly at animal speeds with the wings without using ki and flight with ki is cheap by the namek saga ownards.
