Like, the complete basis of this character is that he does in fact do that. It's even in the name: Goku Black. It's even stated by Zamasu himself that he would indeed do such a thing. There's being mistaken and then there's 'You literally could not have acknoledge the character's existence without knowing this'.

At his core Zamasu is good like Shin, though I guess you could say he was so fastidious that it backfired. But you know, for this "Future Trunks Arc" you had to depict Zamasu and Trunks' inner conflict, right? If this was back when I was drawing the manga myself then I doubt if I could have done it. I mean, I'm not very good at depicting the characters' psychology on the page. So this all came together because now I only have to think up the story. [...] On my own, I doubt I would have been able to express Zamasu's fall to the dark side.

He does to Zamasu, as does any Mortal form, he even frequently refers to them as savage and primal. The baseline of Goku Black existing is that Zamasu is fine being in an ugly disgusting mortal body as long as he can wax about how noble it is of him to suffer so for his genocidal goal. Again, you have to actually listen to Zamasu/Black's dialogue to know this.

He never said the BODIES are savage, ugly, primitive, he said that the MORTALS themselves are savage, ugly, primitive, which is different. In fact at one point he even praised the Saiyan body, saying that it's the ultimate gift of the Gods. What he dislikes are the mortals themselves inhabiting those bodies. Perhaps it is you who should listen to his dialogues more

What i mean since Canon Goku use MUI form and Vegeta use Hakai form. I wonder how Bandai / Toei upgrade Xeno cast ? Would Xeno Goku follow his counterpart with MUI power or they give him into new form like Hakai form.
Canon Gohan is staying in ultimate so I think Goten might.
Trunks should get blue to stay relevant but I don't think they like the design so maybe they will leapfrog it.
I could see them giving some version of the new canon forms to the xenos. But then they might have to give Gohan and trunks something too... Hmmm. I'm not really sure if they wanna keep teaming them up with a pre mastered mui Goku and Vegeta from super I guess they can't give the xenos new forms till the next arc.

Hopefully not. It's best that they keep Xeno Goku with Super Saiyan 4, to distinguish him from every other Goku that (can) appears.
As for "Hakai form", they wouldn't. Videogames take the anime as reference, and Vegeta's form is manga-exclusive. Therefore, they won't acknowledge it (hell, they won't even add that form to this game until it appears in anime).

They are probably waiting Dragon Ball Legends to end. Chances are they might be used in Heroes own stories, so it's best to finish one story before starting another using those characters.
