Don't we have an exact release date for this Terebikko special?

I've searched all over the web for an exact relase date of this special but only some "user-edited" sites gave a date (Jan 28, 1992) like this:

Where should we look for some "proof" that this date is correct, some official sources? archive.org? or You have proof? any ideas? Thanks!

Before anything, no, sorry, I can't help, but I'll try my best here to give as many Info I can:
Firstly, Jan 28, 92 is impossible, Perfect Cell didn't exist yet at that time in the manga, and he's present in the visuals, the release date for this needs to be in November 1992, or after that, as Perfect Cell's first appearence in anime was in Octuber 1992, and archive.org for some reason says that it was released in 1988, but that was actually the year when the Bandai Terebikko was released.

Also it's pretty strange that they show Perfect Cell to be so weak in this game (even running away from Goku SS1...), where in the anime he totally owned everyone at that time..

Then it needs to be after December 9, because it was when Episode 168 aired, which is the debut episode of SSJ Full Power, and Goku SSJ1's in Terebikko definitely looks like SSJ Full Power, estimate the release date by using the Characters designs is pretty confusing, as we have SSJ1 FP Goku and Perfect Cell, but Pre-ROSAT Gohan and Trunks, and even weirder, by looking at some frames from the animation, and specially, the cover art, we can definitely tell that the Character designs are the ones by Minoru Maeda instead of Yamamuro or Nakatsuru, Maeda's last work for the TV Series was Episode 164, which is really weird, but he also worked as the char design for the Trunks Special, which came out in February 93, so...
