Presumably it’s talking about his merged state, since this is when he exhibits strength requiring Super Saiyan to beat. The rest of the description also includes the merging technique as part of Abo’s skills and Tarble doesn’t seem to ignore it when the kids are fighting the siblings. I think you are too hung on minor issues. For me, Toriyama providing the story draft as he did for Toei and Toyotaro in Super and even supervising the JSAT manga is enough.
