Available accessories are indicated too (oddly enough, there are two icons for the scouter that seem to be randomly applied by the devs: they are neither related to the color nor related to the scouter model).
Colors indicate the current state of customization available for each character:
Green: the character has several appearances available.
Orange: the character doesn't have costumes, but minor customization through an optional accessory.
Red: the character has one single appearance thar can't be customized at all.

⯁ Character versions are limited to costumes from the time frame implied by their individual gameplay version.
This means that regardless of the fact that they basically use a same core 3D model, "Z-Early Goku" won't get to wear the Yardrat costume or the battle armor since it's his later self that wears those, just like "Z-End Goku" can't access the orange Kame Sen gi without the blue parts that "Z-Early Goku" used against Raditz for example. Android 17 from Z won't get to wear the ranger costume he has in Super and vice-versa either, as another example. But on the contrary, a character like Android 18 - who encompasses all of her Z and Super personas into one single character version - can access clothes from all time frames.
⯁ No free fantasies for things that never appeared in the original anime for an individual version.
You don't get to put Pan in a costume mimicking her mother or a grand-father just because "it would be a fun concept showing her legacy" for example, since she was never seen wearing those in the original material. Ultimate Gohan doesn't get a costume in which he was never seen going Ultimate. You don't get to add or remove a "M" sign on a character's forehead or a halo for a character who was not seen with it at some point. There's no putting Z Broly's costume on Super Broly or vice versa just because "they're two different versions of a same characters".
Anyway, you get the gist: if you never saw the design actually appearing in an official capacity in the core anime series, it won't be available for you to create. You'll just have access to pre-existing appearances (again, with a few mysterious exceptions...).
⯁ Transformations can bypass the "faithful to the original material" limitations.
Only the base character version matters to allow or forbid a costume based on the original material, so you get to see Goku as a Super Saiyan 3 with his battle armor or Vegeta going Super Saiyan God with his grey battle suit for example.
⯁ Only costumes used in battles are included in the base game.
Probably because of time constraints, priority was apparently given to what could be used during battles, and especially the story mode. Any costume that was used in relaxed moments seems to be ditched: no high school Gohan, no costume from the break before the Cell Game for Gohan and Goku, no Vegeta wearing shirts (Badman pink shirt or Super blue shirt), no Krilin being a policeman, no Trunks and Goten wearing their relaxed costumes from Super, etc... This could change with DLC since Piccolo being disguised in Super Hero isn't a battle costume, so...
⯁ Alternate costumes only include episodes from core series DB, DBZ and DBS (including movie continuations of DBS). Pre-DBS movies exclusive costumes are out, and so is the Z epilogue which is ignored in the game's events.
All movies seemed out until DLC pack 1, which introduced the first costume from a movie, but it is a movie that continues the main story, so we still have to wait for a proof that a costume from alternate continuities can be selected by the devs.
But until then, no Teen Gohan wearing the Kame Sen dogi from his father, no Trunks from the Bojack movie either, no Goku wearing a presentable costume to integrate Gohan to a school in the Z Broly movie, etc.
