The Tournament of Power is hard to scale in both mediums, because most characters are fodder and any performance can be judged on whether or not x character was taking it seriously, holding back, or fatigued, and a lot of characters can punch above their weight using unorthodox techniques, catching characters off guard, or using teamwork. As such, it takes a lot of guesswork to arrive at any concrete numbers and a lot of assumptions have to be made. I don't fault anyone for finding issues with my numbers, these are just the general approximations to certain "tiers" of power I got from their performances. I'll be drawing heavily from the anime here for a lot of characters who don't do much in the manga, but generally, if the anime contradicts a performance from the manga, I'll take the manga's portrayal primarily.
So Ribrianne is consistently portrayed in both mediums as around #18's level, since she's beaten by her. How strong #18 is right now is a bit nebulous, but I think she's significantly stronger now. Kakunsa and Roasie meanwhile don't have many feats, but as the Kamikaze fireballs, they should be the top 3 strongest in the verse. Kakunsa was strong enough for #18 in the anime to think #17 may need some help, so I'll just put her at Cell arc #17's level for simplicity's sake. Meanwhile Roasie is bested by base Goku in the anime, but he had to use strategy rather than just overpowering her. Roasie also manages to dodge a punch while smiling from The Preecho, who's stronger than base Cabba, so I guess this is a decent BP for her, I don't think she should be too much weaker than Kakunsa. The other two should probably be a bit more relative to Ribrianne, since they're able to hold #18 in place, but it's clear it was just because she was distracted, and she breaks free easily afterwards.
The next 3 are the fodder who take over the Kamikaze fireballs power-up in the anime, but they don't have that boost in the manga. They fight base Goku for a bit in the anime and manage to get the upperhand since it's 3v1, but they don't seem that strong otherwise. A notch below base Goku seems fair.
Jimeze gets knocked out by #18 in the manga in the first chapter, but in the anime manages to overwhelm base Gohan with IT, so he should be closer to the base Saiyans than the other three.
Finally the other three are fodder. Vikal has no feats, but I don't think any fighter in the ToP cracks below the 1M mark since most of them can probably destroy the arena's Katchin. I have no horse in this race either way. Because Roshi isn't complete fodder, maybe some of the weaker contestants are in the low thousands after all. Prum is also fodder. Harmira faces Tenshinhan in the anime, so he's somewhere comparable to the humans.
Heles' and most of the GoD battle powers is complete conjecture. She just didn't seem particularly strong during the Zen Exhibition, so I'm placing her among the weaker end.
Overall, quite a weak universe. In the anime, they get a boost from the Kamikaze Fireballs 2.0 and their black hole attack, but Ribrianne being their strongest fighter in both mediums is a bit underwhelming.

Katopesla is unfortunately easily knocked aside by base Vegeta in the manga. Even in the anime, he can only compete with one of his super modes, which isn't present in the manga. The Preecho is surprisingly strong, getting the upperhand on base Cabba and forcing him to go Super Saiyan. Narirama is a bit of a nuisance in the anime, requiring Basil and Hit to take him down.
Then we have Nigrissi, who's touted as one of the strongest fighters in the anime, but gets knocked out by base Cabba. I think when this aired, everyone wondered if someone got the wrong script. I'll chalk it up to the anime inconsistency, or maybe he didn't expect Cabba to react to his sneak attack and got caught off-guard. Because in the manga, surprisingly, he is targeted by Jiren, alongside Maji Kayo and Pancea, after Goku in SS admitted he "wasn't even on his radar." That's pretty impressive, so I'll take it over his anime showcase.
Maji Kayo doesn't do much in the manga besides being targeted by Jiren as said above, but in the anime we all know he could hold down Dyspo and almost mutilated him if Jiren didn't intervene. Maybe he punched above his weight class because of his Boo-like abilities, but nevertheless I'd still say he's one of the stronger beings of the tournament.
Biarra can tangle with #17 and #18 at the same time. He staggers Magetta in the manga, and wants to face Toppo and Dyspo in the anime. He's also stated to be very strong defensively, and one of U3's key players.
Then we have the three fusion fodder, who don't do much in the manga. Pancea is targeted by Jiren, so he should be above SS tier, and the other are that strong due to being relative to him. Surprisingly, in the anime they do manage to fight ultimate Gohan for a bit, and are clearly stronger than the base Saiyans even before fusing, so I think this is a fair placement.
Paparoni isn't much of a fighter. I think he matches Rabanra (U2) in one of the manga panels. Anilaza is the strongest non-U6/7/11 figher in the tournament. Mosco was the first GoD to break Beerus' pseudo-UI, and also only got knocked down by 3 GoD attacking at once. I think he's one of the stronger ones.
Overall, U3 is actually pretty surprisingly strong, despite not being very relevant plot-wise in the arc. I'd say they're probably the strongest non-U6/7/11 universe in the tournament.

Ganos, Caway, and Dercori are some of the fighters Roshi defeats in the anime. He acknowledges both Ganos and Dercori are stronger than him. In the manga, they don't do much. Ganos is touted as one of U4's aces but gets defeated by Roshi straight overpowering him. It's odd because it's not like the anime where you can claim he defeats Kahseral or other fodder due to his skill/strategy, in the anime he just straightly overpowers Ganos with his Kamehameha, so it's hard to give Ganos any credit in terms of battle powers.
Nink matches Katospesla in the manga and in the anime can momentarily hold a distracted base Goku. Shosa and Majora are the characters Kuririn defeats in the anime, so they're not very strong. Shosa is also seen fighting Harmira in the manga, who's weaker than Tenshinhan. Shantsa has no feats.
Damon and Gamisaras are U4's aces, as they defeat both #18 and Piccolo. Of course, they were taken off-guard, as Piccolo can one shot Gamisaras with a Ki blast. Goku, however, praises Damon's strength. They're not very strong, but strong enough to knock characters like #18, Ribrianne and Piccolo around, even #17, so they're not fodder in spite of their abilities making up the difference.
Monna comes out as the real surprise. In the manga she doesn't do anything, but in the anime she of course takes care of SS Cabba and forces him into SS2. So even if that were not the intention of the writers, she comes across as the strongest fighter U4 has.
Quitela is the last man standing along with Beerus in the Exhibition, and it was stated he's his rival and also beat Beerus in arm wrestling, so maybe he's a tad bit stronger.

Caulifla is stronger than Cabba and should be a match for Goku, as per the anime. Cabba mastered the SS form since the tournament. Of course the difference here is they don't go beyond to SS2. Kale, meanwhile, is already stronger than Caulifla's SS form in base form. The LSS/FPSS/Berserker transformation is a 2000x multiplier on top of the base form. Kefla doesn't show her base form in the manga, but the number is there for reference; like in the anime, she's way stronger than SSG Goku. In the anime, she defeats SSB Goku, but he was tired from fighting Jiren, and Vados admits she's not sure she could defeat a fresh Goku. She later transforms into SS2 to fight Omen. I don't think she's as strong as the anime version, but that "very near SSB" tier suits her well, since Kale was already strong enough to knock around a distracted Golden Freeza/SSB Goku/SSB Vegeta.
Frost surprisingly puts up a very good performance in the manga, defeating U9 basically single-handedly and tanking a Shin Kikoho. He's still stronger than Piccolo because of how the Trio de Dangers reacted to Frost taking out the rest of U9.
Hit is now as strong as CSSB Goku. Dr. Rota is fodder, unfortunately for me because I find him hilarious. Saonel and Pirina are stronger in the anime, since they scale above Piccolo who's at least SS2 tier in the ToP, but in the manga, they're basically featless. Out of reverence for their role in the anime and the fact that they should be as strong as or even stronger than Piccolo thematically, they're at this level here.
Champa is weaker than Beerus but should still put up a good fight, as seen in the anime and the flashback over their birthday cake. Beerus seemed in control even in that fight, so when things get serious, Beerus is the clear winner.

Goku claims he's rusty at the start of the arc, so I doubt he and Vegeta have got much stronger - Vegeta's been training, but it's to master SSB. UIS is 50x CSSB, and MUI is 50x Sign. This may seem to high but I want MUI to be somewhere in the ballpark of Blue Fusions, as that's how strong Heroes kinda portrays it, and it seems to be the implication even in canon. This means, because of how ridiculously strong Gogeta scales in Broly, the multipliers have to be this huge. Plus, it kinda fits with the anime's scaling, since Sign is at least over 20x (due to the Kaioken). Goku also uses a pseudo-Kaioken in the manga. Evolution's multiplier I think increases in the Granolah arc to be equal to Sign's, but in this arc, Jiren outright admits that Sign is stronger. I think a 20x multiplier to match SSBKKx20 like the anime works fine for now.
Gohan got his groove back and matches Kefla, just slightly below CSSB. Piccolo got a slight power boost once again. It hurts me to do this to Piccolo since he actually seems to be somewhat relative to Ultimate Gohan in the Moro arc, and in the anime he outright overpowers SS2 Gohan in their training, but in Superhero he seems to be back to being below a rusty SS Gohan, so he's obviously not as strong as we all think. The most I can give him is enough motivation to at least match Frost from back in the U6 arc. I think that's fair, since he defeats Bergamo easily, who managed to tank a full-power blast from Frost; he also seems even with Hyssop (U9) with whom Frost struggled for a bit. Even back in the U6 arc, they weren't that far apart.
The artificial humans are hard to scale too, since again, in the Moro arc #17 and #18 are both relative and Moro praises them both, but we know 17 is far beyond his sister. Whatever Goku means by "he's as strong as us" obviously doesn't mean CSSB, since #17 plays it sneakily and avoids big confrontations in the manga. If you want to grant him SSB tier in the anime, sure, but in the manga the most he does is tire out Dyspo and scare SS3 Goku. I think slotting him in at that incomplete SSB tier works well for him. I can't in good conscience have #18 over Piccolo, and I don't think either of the two are SS tier at all.
The humans at this point could probably range anywhere from the low millions to 30M, but I've decided to be conservative since they haven't been training much. I think this is a fair middle ground, the Saiyans are still stronger, but they can give them a good run for their money in base form with strategy and techniques. Yamcha in the next arc states he's still a top 3 Earthling, so despite his form, Roshi should be still weaker.
Freeza now matches CSSB with his Golden Form, which in the manga does not receive an updated name, but should be the same thing as True Golden Freeza. As I said back in the RF arc, Freeza can't be much stronger than SS2/SS3 tier at most, since he gets damaged by SS Caulifla's full-powered attack and is forced to transform. Even if he's distracted or off-guard, that's still a considerable anti-feat for SSG-tier Freeza.

The Trio de Dangers' teamwork can make even Ultimate Gohan struggle a bit, but they're all individually below SS tier since Piccolo defeats their leader easily. Even in the anime, Lavender can't match a blind SS Gohan, and Bergamo was also being toyed around with by SS Goku. It's only Basil after taking a steroid who can somewhat pressure Mr. Boo.
Rozelle manages to grab ahold of Piccolo and Hyssop also clashes evenly with Piccolo for a few panels, so they're surprisingly strong. Comfrey is perhaps the more surprising fodder, since he clashes evenly with Frost and forced him to use an explosive wave that expanded all his energy. Sure, Frost was tired, but they should still be close in strength. It's surprising that the Trio aren't the strongest in their verse, since that seems to be the implication, but Hysopp and Comfrey have much better feats. The Trio ran away when Frost was doing his rampage.
Oregano manages to hold base Vegeta for a bit in the anime. Chappil easily tanks base Goku's punches but gets overwhelmed by SS. Sorrel in the manga matches Dercori, and Hop matches Katopesla and can pressure base Vegeta in the anime. The fandom thinks Sidra is the weakest GoD. There's not much to point toward it, but his performance in the Exhibition wasn't great, so I'm inclined to agree. Overall, U9 probably comes out as one of the more balanced universes. A lot of the characters are in that nebulous gap between the base Saiyans and SS, and the weaker ones aren't complete fodder.

Like Nigrissi, Murichim is done a bit dirty, because he's supposed to be an ace and the team leader, but doesn't have many feats. In the manga, he knocks Hop (U9) away very easily, and is then defeated by Gamisaras. In the anime, he's defeated by Freeza, but Vegeta wanted to fight him, so maybe he's a worthy opponent. He was also able to attack a Toppo suppressed enough to fight Magetta. Because he's the leader of the team, he should maybe be a bit strong.
Napapa is actually quite strong, too. In the anime, he manages to push SS Caulifla around for a bit. He also fights Basil evenly. In the manga, he fights Saonel and Pirina, but gets knocked out by Piccolo. Rubalt is easily defeated by 17 in the manga, and can give Piccolo a decent fight in the anime. Lilibel, Zircor and Murisam are fodder. Dyrasem is easily knocked out by Piccolo and base Ribrianne in the anime, but there's a panel of him fighting Botamo. There's a panel of Methiop fighting Zarbuto (U2) and he also deals with defenseless base Kale in the anime.
Dium's Ki blast in the anime threatened Kuririn, so he's not complete fodder. He even survived being rung out by #17 in the manga. Of course, the real star, is supposed to be Obuni. In the anime, he matches ultimate Gohan, but in the manga he shouldn't be that strong, since he's taken out by Kale easily, who's much weaker than Gohan. We see him fight Comfrey evenly, however, and he's the last non U6/7/11 fighter remaining, it seems he survived quite a few hits from Kale too. I'd say he's a bit stronger than Comfrey since that's the only character we see him fight in the manga.
Rumsshi is to me one of the stronger GoDs, because of how he was portrayed in the Exhibition. This universe I expected to be full of complete fodder, but it actually has 4 powerful fighters once you analyze things carefully, although the rest are basically useless. Before I get to U11, I think I actually prefer how the anime tried to beef up some of these fighters a bit more, because in the manga most are sub-SS tier and any Super Saiyan could have just powered up and wiped 90% of the roster -- and that's exactly what happened, although not just any regular Super Saiyan. Although that is perhaps more logical in-universe, it isn't as fun, even if I personally prefer the arc overall in the manga.

Most of the Pride Troopers are fairly weak but they manage to punch above their weight due to their impeccable teamwork. Vewon, Zoire, and Kettle don't have any significant feats. Because U11 is the strongest universe, I'll just grant that they're stronger than the average fighter - they could all overpower base Goku working together. Tupper in both the anime and the manga manages to overpower base Goku but is then picked up by #18 and SS Goku respectively. Cocotte manages to stand her ground against #18 in the anime, and in the manga she fights solo, so she must be quite capable. Kahseral is touted as one of the leaders of U11 but the fact he gets knocked out by Roshi isn't very impressive; even in the anime he doesn't amount to much. Maybe he's valuable due to his strategy and leadership, but he also comes across as quite narrow-minded in his fight with Roshi, though I guess he could be quite capable and just have a different mentality regarding fighting (soldier vs martial artist).
Kunshi of course has a great performance working alongside Dyspo in the anime vs SSG Goku and Hit. In the manga, he doesn't amount to much, but that's no reason to discount his performance, much like Maji Kayo. Dyspo, on the other hand, seems to have a fluctuating BP even in the anime. In the manga, he's scared of Kefla, so he's not at Gohan or Blue tier; even in the anime he could only keep up with Gohan and Freeza with his speed. The only indications we have of his strength in the manga are that he's way stronger than SS2 Goku, but not quite as strong as Kefla; he also tires from fighting #17. Like #17, that early incomplete Blue tier seems fitting for him.
It seems obvious Jiren is stronger than Belmod since it was literally stated, but with how Beerus has been a constant moving goalpost, that, by extension, also brings the other GoDs up by proxy. Especially Belmod, who seemed to be portrayed as one of the stronger GoDs in the Exhibition - at the very least, one of the more clever ones. "In combat skill alone," Toppo says about Jiren vs Belmod. It's arguable, whatever, I'd probably assume the gap isn't too big. I'll give the nod to Jiren but they're close enough.
