Honestly, after both GT and Super utterly ignored 3 and jumped straight to their own newly introduced forms, I doubt it.
He didn't seem that concerned with obtaining it either.

I like the design! I think the hair spiking up suits Vegeta much better than flowing down does never was a fan how it looked in DBH etc.

I really dig his Super Saiyajin 3 design too. And yes, this new hair style is perfect for Vegeta. I also love how it looks like one of Toriyama's original sketchs for the form.
