Yes but the sexual harassment stuff doesn’t seem to bother Toei. None of the stuff with naked Goku is actually that bad but considering the little frontal nudity in Z got censored for Kai I could at least maybe see why that might be the issue Toei has with given original Dragon Ball an HD release.
But again I’ve also heard other shows with similar racy by modern Japan tv standards have gotten domestic blu ray release, like Sailor Moon. So even that theory doesn’t fully check out

The franchise also prints money because most people in North America are cool with the widely available 16:9 Blu-ray.
I don't think the demand for a perfect release is big enough from a business standpoint.

Like R/DBZ was so excited when the dub with the American score became digitally available as if that hasn’t always been an option on the DVDs and blurays. The idea of physically owning the show was like alien to them.
And Funimation already treated wanting the series in the proper aspect ratio as a niche. Now that the mere idea of wanting to own physical copies of a show or movie had become a niche is it any surprise Crunchyroll has price gouged the Orange Bricks of all things?

Toei seems content to just make the shows available on Netflix Japan. Crunchyroll is content to have people either subscribe to their service, buy digitally , or pay ridiculous prices for physical copies.

This is exactly the reason why I'm starting to make my own physical copies of the Dragon Boxes with Broadcast Audio and corrected colors. If Toei & Crunchyroll don't care about releasing the Dragon Ball franchise properly, why should I reward them with my money? It's about time we as a fanbase take a page out of the Star Wars fandom by creating our own physical copies to have in our collections. You, me, and others here are unfortunately in the minority. The orange sets were some of the highest selling anime media ever put on the market.
