The Monaka episode that can get cut out without affecting anything. Bulma building her time machine in secret, that episode isn't needed at all.
The UI recut cut the ToP (tournament itself not the entire arc) from around 30 to 18 episodes and another recut brought it down to 12 episodes. The breakdown for that version:
What was cut -

Almost all of the peanut gallery / unnecessary explanations (IE He fired a kamehameha! Yeah!)
Any extended times where nothing happened (IE 5 seconds of smoke rising etc)
Looping animations within a few seconds
Unnecessary dialogue (IE I can't believe how strong he is! Yeah...he's getting even stronger!)

What I kept -

I tried to keep anything relevant to the plot.
If someone was jumping down in a prior scene you'll see them land in their next scene (continuity).
Tried to keep all the action.
Tried to keep all the best animation or even unique animation (buff Krillin in 129/130).
Kept all of the things that may have actually been worth explaining if they were explained well.
I think the misconception is that a more faithful version means 100% cutting and replacing all anime original scenes. Both of these recuts aren't doing that or not possible for a fan to do anyway and there are still hours of anime original scenes. More faithful just has to have less filler and closer to what Toriyama might've envisioned when he wrote it. The arc was supposed to be a fast paced battle royale lasting less than an hour. I think these recuts have done a good job of that while still keeping the best fights and character interactions.

What counts as faithful is something you can question. We do not know exactly what the “Toriyama outlines” are. What we do know — something you pointed out yourself — is that they are only outlines, not a fully developed story. You can see that from the many differences between the manga and anime versions. However, neither version, manga nor anime, is inherently more “pure Toriyama” than the other. The so-called “filler” is necessary to turn those outlines into a complete story. By that logic, shortening the story does not make it any more or less authentic to Toriyama’s version, as long as the basic outlines are still followed.

The Tournament of Power may have been a relatively short tournament in-universe, but the large number of anime episodes mainly served to give the other universes — besides 6, 7, and 11 — some proper focus as well. Not everything happened in a completely linear way. There were many battles involving 8 different universes taking place simultaneously. The anime took its time to show that multi-universal aspect, whereas the manga, in my opinion, rushed through the fights too much. The in-universe time and the actual screentime are very different things, but if you cut too much, the focus ends up being mostly on the Universe 7 vs Universe 6 and Universe 11 fights, even though it was fundamentally supposed to be a battle between 8 universes. In fiction and fantasy, time is often stretched to create more storytelling tension — for example, the fight between Goku and Frieza, where the supposedly final few minutes before Namek’s destruction were spread across 10 episodes to build suspense.

That said, I do think you are right that both the TOP and Future Trunks arcs should receive the same remaster treatment as the first three arcs. And yes, some trimming could definitely be done here and there. The question is simply where. In the TOP, for example, the recruitment process could absolutely be shortened, because it drags on without the story making much actual progress. The most important thing is that the proportions between the story arcs remain more or less balanced. A Moro arc lasting 26 episodes while Future Trunks/TOP only get 12–14 episodes would feel very disproportionate. If they finish the Moro arc first, they may have a better reference point for determining the appropriate length of the remastered versions of the longer arcs.

I don't need to see Gohan, Piccolo and the other Earthlings all fighting Moro and his minions in another "getting the band back together to play the greatest hits" yet again. There's no story arc there, there's no character shit that is actually happening, and it has nothing to do with the main thrust of the arc as has been established up to that point already.
At least the Earthlings VS Prisoners fights in the Moro arc are relatively short. If they then did two full cours of Granolah thereafter... we'd likely have eight episodes straight of fighting Gas, and even speaking as someone who ultimately did not mind that arc and thought it had some neat ideas (me only reading it after it was all over probably helped), the idea of three and a half hours worth of fighting that guy feels absolutely miserable. Four episodes is the absolute most it should take, and I'd really prefer three. (Probably gonna be hard to condense it beyond that with all the constant upsets and the fairly lengthy flashback in the middle of the fight.)

...idk, maybe if the anime got creative with the choreography and directing and such, but my hopes aren't exactly high. We already had four episodes of fighting Gomah at the end of Daima and that, too, got really old after a while what with the guy basically having nothing to offer except "Is strong" and "Is functionally invulnerable". The Gas fight as presented in the manga suffers from much the same problem, even if I would argue it is perhaps a bit more interestingly presented with his body literally decaying as the fight goes on, and this having absolutely no effect on his fighting prowess. If nothing else, it is at least decently creepy imagery. But... one episode would be enough for that part, I think.

...So yeah. One cour each for the manga adaptations please. Even assuming that the anime goes its own direction with them and doesn't follow the manga panel for panel the way I expect them to do, I don't think there's enough story content in either of them to warrant two cours.

Yeah, precisely. Unless they're going to actually tweak the story to commit to character work that is not in the manga adaption of those story outlines for Moro and Granola, there just isn't justification for two cours. Dragon Ball Daima was absolute torture for that very reason, squandering all the talent on hand because there wasn’t enough character work going on between the fights to create a fulfilling meal.

This is why I keep saying that they need to bring on a series director and writer with vision and then commit to letting them do their own thing. Bring back Tomioka Atsuhiro as series kousei and let him him write scripts that bridge the gap between what waa going on in the Tournament of Power arc and the Moro arc. Let Gohan and #17 and all the others feel like those same characters we last left off in that arc. Do this for the Granola arc and a Super Hero remake.

Toriyama is dead. If you want this shit to be good television that fans will want to support, you have got to let other creators do their fucking thing.

I think there are three levels of anime original scenes in this case:

1. Scenes to cover and connect between the bullet points in Toriyama's outlines.

2. Extra scenes such as fights, character interactions, plot threads, etc and that weren't in the outline.

3. Standard anime padding to extend the runtime that no one would miss if they were cut.

If you look at the description of the fan recut I gave all they did was cut from #3 (scenes where nothing happens, looping animation, unnecessary dialogue or reactions describing what's happening on screen). All the other universes fights and interactions are still there. Toei was the one who mentioned this version will be more faithful since unlike fans they have access to the outlines. We don't know what they're going to cut but I assume a mix of #2 and #3. There's still going to be a lot of anime original scenes left in and just less of them overall.

As I'm discovering One Piece these days, I watched the Special Edition of the Fishman arc rather than the original one - which is pretty much the same process that Dragon Ball Super will go through with the first arcs: shortening and reworking all shots in various capacities depending on the shots.

It makes me wonder how much of the process will carry over to the new DBS version:

- There was seemingly a new animated opening, but the song itself was the original song from this era but sung by various cast members / characters as episodes went by. Is it possible that we'll have no new song for the new DBS, similarly to OP?

- The ending seemed to be brand new, probably including the song.

- The eyecatch was obviously brand new and pretty nice, being very different from the usual eyecatch and clearly associated with this specific arc.

- Probably to buy some time during episodes, there were NEVER any recap at the beginning of episodes. Right after the opening, it immediately starts with new footage and developments. I wonder if this new DBS will go the same route.

- The background music seemed to be the usual tracks, although probably with new placements and choices to match the new faster version. Maybe this new DBS will simply reuse the pool of existing tracks from Sumitomo, only having access to all of his work from the start and being able to place music from the Tournament of Power or Goku Black arc from the beginning.

Yes, the ending theme is completely new. During the original Fishman Island run, they had moved away from ending themes in favor of longer opening themes. Since Super actually had ending themes for the entire run, I do think there's a slightly higher chance they might keep the first ending or record a new version of the same song. I'm not holding my breath though. On the other hand, I do think there's a decently solid chance they'll use a new recording of Chozetsu Dynamic since they did that with We Go. Then again, with OP still ongoing, they may have wanted to keep We Go since it's one of THE main themes of the series alongside We Are, while a theoretical Punk Hazard recut might have a brand new opening.

Oh, so that explains why there were no more ending themes for a while! I thought Crunchyroll had some problems with copyrights for some songs or something and just edited them out!

It does also explain why some openings were longer than usual and I was like "oh, I've never seen anime openings being longer than the usual 1 minute and 30 seconds before!".

I can't wait to discover the actual DBS episodes of course, but I'm also very curious about the various "presentation" / "sugar-coating" choices they will make! Brand new song or cover of a previous opening? New opening animation? Recaps or not? New ending or cover or a previous ending?

You also have to wonder how they will present it on streaming services. On Crunchyroll, One Piece is divided by arcs, and when you arrive at the fishmen arc, it basically offers you right next to each other the original arc or the "remastered and edited" version.
Could they do the same with the three upcoming "remastered" arcs for Super or will they put it aside as its own series (since it has its own name like a distinct series)?

Not counting the pleasure that I'll have discovering this perfected version, I'm very curious about how they'll handle various aspects of it and the choices they made regarding the "format" / "templates" that carry over to all episodes (openings/endings/recaps/eyecatches...).

One Piece does have endings again now, but yeah, it went without for a good 800 episodes... That said, there are in fact several openings missing on Crunchyroll. But yeah, from episode 278 (I think?) and all the way up to 1070, the series has no ending song. Then it suddenly got one again mid-arc which was kind weird, but then I guess the endings also went away mid-arc.

^ Wow, I'm not about to see a new ending anytime soon then! I'm only around episode 630 or something, just saw one single episode of a new arc named the "Dressrosa" arc that apparently contains a huge number of episodes!

I'm not about to be around episode 1070!!

How surprising, I never thought any anime series could go without the usual opening and ending stuff!

We'll see about the new DBS, but as you said, I guess Toei is back to an era when they are willing to put a 1min30 opening and an ending!
I'm just curious to see what they'll actually be: will they consider it like a whole new show or will they consider it more like a special edition and bring back the opening in some capacity for example?

I say, since Kageyama is back for the game, get on the ride and have him do the opening for the "this-time-we-do-it-right" version of Super!
It would really hammer the fact that this is the continuation of "good old Z" for fans and tickle their nostalgia!

If you think Dressrosa is long, wait until you get to Wano; that's 191 episodes, which is LONGER than the Saiyan, Namek, and Cell arcs COMBINED.

Holy shit, now I wish those arcs were the ones to have a "special edited version"!
Well, I guess we'll keep on going slowly but steadily.
I'm skipping all episodes labelled as fillers, but One Piece actually has quite a low number of filler episodes overall, so in the end, there are not many episodes I get to skip!

Man, in the meantime, some anime adaptations like Dragon Quest: The Adventure of Dai are 100 episodes FOR THE WHOLE SERIES of 38 manga volumes or something, talk about a nice pace!

I'm very glad "remastered + shortened" versions are a thing with Toei now! (although it could have been just a one-time thing for One Piece with only one arc involved, it did come in handy for someone like me discovering it all for the first time!)

I can only guess that while fans will be glad there's a more decent version of DBS with all shots being nice to look at and a faster pace and extra scenes, I can only imagine newcomers will also be glad to have access to this enhanced version rather than the original (even though the movies are even faster in this peculiar situation for the first two arcs!), just like I was glad to have the "special edited version" for one arc in One Piece!
