I hate how the long DLC takes for this game with little to nothing during the months. It's the reason why I sold my copy a while back because I got so sick of waiting for DLC to come out.

Ah gotcha, yeah I wasn't aware Hell Fighter 17 made it in. I figure that could just be a costume. I remember someone saying a while ago that apparently Bandai necessitated this game release in time for Daima's broadcast in 2024. Because of that, it's clear that they rushed the game out with just the character roster they had, the story mode (that, imo, also wasn't finished considering the gaping holes for several of the characters & the baffling choices of including story modes for some of the antagonists that aren't that good or extensive & that time could've gone to giving Vegeta his Super story stuff or Trunks his Z stuff or something else), the online modes, & a bare as hell customization system. Oh, I wasn't talking about the fights themselves, just the selection screen. The one that people said "please change it" as soon as it was revealed! Well, with that idea, people would be able to make it use the best artworks they like. I know the character selection screen uses 3D models to show you the look you've given to your characters, but give us the option to use beautiful and famous 2D portraits for every character and make us win them randomly through a lottery of sorts or when reaching the various levels of mastery of the characters and fans will play for hours.
Imagine having character cutouts from the most famous artworks from Toriyama, Toyotaro and the anime artworks from several decades available to represent the characters on screen. People would play for hours to customize the presentation to their favorite representations / art styles for the various characters.
You could choose to have a Goku cutout of the Toriyama artwork showing the three Saiyans against the three Boos for Super Saiyan 3 Goku for example, while having an Ultra Instinct Goku cutout of the Toyotaro artwork for volume 15 of the DBS manga for Ultra Instinct Goku, while also having a cutout of Bardack coming out of his spaceship on planet Meat from an anime shot for Bardack, etc.
It's a simple concept of creating cutouts of existing artworks and putting pictures in the data, but just some sort of "artworks gacha for the game's presentation to your liking" would make players hunt for artworks" for hours.
Brush fans the right way with fan service and customization, and you can come up with things that are probably very simple programming-wise that will keep fans on the game for hours.
Another simple idea would be to make you win impressive remastered screenshots from the show or artworks. Raging Blast 2 did something like that already, I think!
Another easy idea to implement would be to include existing color variations as costumes, with Vegeta's beta colors or the Full Color Edition colors as alternates. People might want to play with the official Full Color manga colors: Z Goku having a bright orange gi with white lines on his boots, or Z Trunks having a red Capsule Corp symbol with a light blue vest and dark purple hair, or Krilin having white eyes. And again, it's as easy as creating alternate textures for which you simply alter the colors.
Small details are exactly the kind of content that's easy and fast to create for the devs but that can keep fans motivated to play for hours and hours to unlock stuff.
Very little time and efforts on the devs' parts (all of this is as simple as integrating new pictures in the data, since even textures are just pictures ultimately), but a big amount of content to unlock for the fans to make it the most complete DB game, always growing more and more complete with content celebrating the whole franchise, whether it be through famous nostalgic artworks, famous alternate colors, etc.
Anyway, it's strange that they don't think about it given how it would quite an easy way to brush fans the right way and keep them playing, while costing almost nothing, being ready in one month tops, and having very few devs needed to even program it all.
