People never wished back

It dawned on my that when Roshi blew up the moon, the Rabbit gang was up there and never got wished back. The people Nappa killed were also never wished back. What other instances where this happened?

The truck guy Vegeta killed while fighting #18 comes to mind. I assume there were some casualties during Goku's attack against the RRA's base.

I don't think it was ever said that the Rabbit Gang died to Roshi's destruction of the moon.

As for characters who never got wished back there are a lot of them, but it seems you're only referring to casualties. Most of that would be off-screen or cases that we can't be sure such as the examples already said here.

The other examples I can remember would be the Red Ribbon soldiers in the Super Hero arc, I believe some of them might've died especially when Cell Max awakened. Some people may have died during the attack of Androids 19 and 20 as well, also during the attack of Androids 15 and 14 in Z Movie 7. Still in the Old Z Movies, The First Broly movie had him literally destroying an entire galaxy and also a planet later, probably with a lot of life in them, and they were never wished back. Bio Broly very likely had people who died to the Bayoeki Acid on Jaguar's island, the ones who are seen being that weird dog / cat like pet and the shaman. Maybe some people died during Hildegarne's attacks too, but I'm not sure.

But ignoring those movies, what I'm sure about are the people killed by the Androids in Trunks' future, they were never wished back in the original series, and the same goes for the people killed by Zamasu / Goku Black in Super as well. Unless you want to count the restored timeline thing, which wasn't really a wish nor the exact same timeline, so I'm not sure if it can be considered.

(GT probably had some too, but my memory tends to fail more when it comes to that show, so I won't try to give examples)

It was in the manga. I'm pretty sure they were likely killed before everyone arrived at Babidi's spaceship.
