I can imagine it would consist of:

New Stage:
Universe 6 Tournament Arena

New Characters:
Shisami
Tagoma
Magetta
Vados
I think they could enable the Capsule Corp stage, too, since it's already in-game and half of the movie takes place there.
Beerus' planet should also be included here, since it's a big part of RoF and the preparation for the U6 arc, and if it isn't included now, then when? it already got shafted for the SH DLC.
While Kaio's planet is in-game, I don't expect it to be unlocked.

And some skins like Farmer Goku and some other BoG skins like Krilin's or Videl's. Krilin could use some skins, his Taco's shirt and his copper outfit, too. He has received little love in this game. We are still needing his Kid version, too.

Character-wise, yeah, nobody else but those you mentioned. Maybe 1st form Frost or his Assault form. Oh, and Botamo. I think Shisami and Tagoma it's gonna be one or the other, depending who gets the spotlight in DBS-B.

Here’s my guess at what the presumed Meteor edition DLC will look like:

1. Cyborg Tao
2. Kid Kuririn
3. Botamo
4. Magetta
5. Vados (they might need to get creative with this)
5. Basil
6. Lavender
7. Eis
8. Dore
9. Neiz
10. Tambourine
11. Pilaf Machine
12. Pilaf Machine (Combined)
13. Arale (I honestly don’t see why there’d be a copyright issue here)
14. Giran
15. SS3 Daima Goku
16. Shisami
17. Tagoma

I wish it does, but I doubt Dragonball will get any love from this DLC. I think it'll be exclusively DBS related. There aren't many characters or stages to add, I know, and not really that many skins for the first three arcs of DBS, so I guess they could add some non-DBS characters added. Sounds like a perfect time to add Kibito-shin, unless they save him for some GT DLC.

There are still a handful of DB characters in the game's files that haven't made it in yet, mainly Cyborg Tao and Tamborine.

Yeah I feel like they could do a Tournament of Power DLC that adds a bunch of fodder

They should surf on the release of Dragon Ball Super: Beerus in one way or another, even if it's just with one or two additions.
Among the things they could pick, there are:

Three potential stages:
- The U6 VS U7 arena (the most likely).
- Beerus' planet (less likely because we only see it here and there during in-between training).
- Bulma's cruiseship (even less likely as it would probably be more complex to recreate than "grounds").

Characters:
- Tagoma
- Shisami
- Sorbet
- Botamo
- Magetta

Costumes:
- Krilin: Battle of Gods costume.
- Krilin: policeman with hair costume.
- Yamcha: Battle of Gods costume.
- Gohan: Battle of Gods costume.
- C-18: DBS costume (except for the Tournament of Power tracksuit which is already in the game).
- Videl: DBS city costume.
- Videl: DBS Battle of Gods costume.

If they want to give true love to the DBS Beerus series, there's plenty of things they could add.

Beerus:
Unlock Kaio's planet.
Unlock Capsule Corp or Bulma's ship.
Cave stage.
No new characters, all the skins Cold Skin mentioned. A My Bulma skill for Vegeta wouldn't hurt.

RoF:
Beerus' planet.
Cloudy Island stage (and Cloudy/rainy version of other stages).
Sky stage (XV2 had a great Sky stage).
Shisami, Tagoma, Sorbet.

Champa:
U6 Arena.
Frost forms, Botamo, Magetta, Vados.
Skins: Baseball episode, casual clothes for Vegeta like when he takes Trunks to the amusement park.

I’ve also been wondering how Moro and Ultra Ego could work whenever we get the Moro and Granolah arcs.

-UE could be a form that works like an Ability Item: the more damage he takes, the more damage his attacks deal.
-Moro should be able to perform some stealthy Ki absorption that increases his health bar, Ki, and damage, a skill easy to spam.
-Spirit Fission should also be interesting, probably a skill that only decreases the health of fusions, perhaps an Ultimate that can defuse fusions.

So even with this DLC, characters like Arale, Cyborg Tao, Tambourine, Kibitoshin and Pilaf Machine are still missing? Yeah, something tells me they might be saving those for the next DLC (Meteor).

And speaking of the new additions, I'm not really a fan of 23rd Tenkaichi Budokai Goku. Like, do we really have 8 different versions of Goku in the game now?

I think Sparking Zero could benefit a lot more from letting us customize skills, fighting styles and transformations for the same character. That would cut down on having so many "identical" characters taking up roster slots.

There is a rumor leaked going on the internet that we are going to have new batch of characters (and costumes), and thanks to Noctis.

Now I don't know if this is real or not, but don't jump into conclusions about this.

Here are the new characters that was leaked in the datamine from Spike Chunsoft thanks to Discord's Noctis info about this:

Original Dragon Ball:

Great Ape/Oozaru Kid Goku

Arale

Cyborg Tao

Dragon Ball Z:

Kibito

Kibito Kai

Dragon Ball Z movies:

Android #14

Android #15

Bio-Broly

Dragon Ball Daima:

Piccolo Mini

Tamagami 1

Tamagami 2

Tamagami 3

Dragon Ball Super:

Belmod

Frost (transformation)

Dragon Ball GT:

Goten (GT) (Base, Super Saiyan)

General Rilldo (GT) (Base, Hyper Mecha Rilldo, Metal Rilldo)

Haze Shenron (GT)

Rage Shenron (GT)

Oceanus Shenron (GT)

Naturon Shenron (GT)

Eis Shenron (GT)

Costumes:

Super Saiyan Vegeta (Scouter)

Gohan Black as a skin/costume

These characters that are in the datamine leaks for Dragon Ball: Sparking! Zero that might going to be either release this month of October or not (not all of them like Noctis said from Discord). But I don't know if Bandai Namco Entertainment will make an announcement about this, so we just have to wait and see.

There are other characters such as Tambourine and the other Trio danger members as well. Although I believe we will get all these characters, I don't think that's what they're announcing this much, as it seems like we're getting something on the smaller side first.

A new single player mode and updates to both mission 100 and survival; this is very good news, as I was hoping they would update the modes to reflect the new updates to the character roster. Considering it will have been over a year since NEO by the time this next DLC drops, it's safe to say it'll be a similar expansion, rather than something smaller and limited in scope.

I wonder what's that PLAYABLE CHARACTER DLC for next fall, just one guy, a bunch of guys? perhaps it'll be tied to whatever the anime is airing at that time... Moro? like a peak before the actual DLC for that arc.

For the next Neo DLC, it could be anyone but probably more focused on DBS.

Too bad we are still a million years away from Black Freeza, he would've been perfect for the Legendary Warrior event. Actually, with DBS Beerus coming out, Beerus would've been the obvious choice.

I doubt it's a single character; hopefully it's the next expansion pack, which will likely be titled METEOR.

There isn't another NEO DLC; that's just the release date for the Switch version of what we already have.

Going strictly off Goku Black, after Summer 2027 wouldn't be impossible for Old Man Moro to be dlc.

In the Bandai Namco Entertainment's Dragon Ball: Sparking! Zero website, it says, "additional playable characters." So maybe the Dragon Ball: Sparking! Zero road map that says, "playable character" is a mistakely a typo error.

Playable character is a term they use to cover multiple characters as well, just as "movie" is used instead of "trailer" in Japan. Considering it's a year away, this is very likely another expansion pack like NEO, as there's no need to make an announcement for a small set of characters this far ahead.
