Let me be the first to say....what the fuck? Goku better be traveling through time for these character designs to make any sense.
Chibi Mystic Gohan already pointed out that, like kanzenban volume 34's cover, this could simply be a collection of characters in their most recognizable forms. It might not be reflective of what their designs will be during the actual special. Still, I'm not sure there's anything in that poster that can't be explained:
22nd Tenkaichi Budokai Yamcha: djkalteraphine already pointed this out, but he seems to have his Buu arc haircut. He could just have switched back to his old dougi
Post Elder Kaioshin trained Gohan: all he needs to do is put that dougi back on
After Cell North Kaio: consistent with a post-Buu setting
Post Namek Dende: same as above
Pre-Buu Kurririn: The only really strange one. Still, it's very possible for him to simply shave his head again and put on his old dougi (perhaps because he's decided to fight again?).
Buu Saga Bulma (I think): consistent with post-Buu setting
Fused Kaioshin: ditto
Kid Goten: consistent with post-Buu, pre-Uub setting
Kid Trunks: same as above
