I've noticed that as well, the most when it came to the first Super Saiya-jin transfromation compared to later ones. I mean, look at the Simpsons--the initial animation was, quite frankly, horrible. But all the years that it's been on the air has given the animators valuable experience, and they were able to shell out high quality drawings in a very short period of time. You can really do the same thing with the Dragonball series. Take the first episode of DBZ and compare it to the last; you'll find a drastic improvement when it comes to overall style and quality.
And while I'm rather new to this community, it seems Gohan looking particularly stylish in that screenshot is a bit of a meme. I'll be sure to catch on soon enough. =P
BTW, you wouldnt happen to be the same Tweaker from Sonic 2 Beta/Sonic Retro would ya? I ask only because its not a common account name.
