In general if you're a villain, chances are you're pretty ugly... unless you're a human or in Vegeta's case have the basic human build. Darn aliens not looking like aliens.

While second form Cell was pretty nasty, I'm gonna have to go with Spopovitch and Yamu ('cuz you know they come in a pair). It's even worse when Babidi explodes one of 'em (forget which).

Ah! My bad, I skimmed through all the answers real quick, and I didn't notice saiyanprincess' post. Well has a good eye for picking out ugly. Babidi looks like terd, that's been sculpted into humanoid form, and had two little plastic eyes placed on each side of the terd's head.
