I don't see how. #17 even said that #18 couldn't handle Piccolo, Trunks and the others while fighting Vegeta as well. That's not too far a stretch to say that two basic SSJ's > #18, therefore since two SSJ's > Metal Cooler, that Metal Cooler = #18.

It's important to remember, also, that Trunks was quite a bit weaker than Goku or Vegeta. Goku outweighs all the non-Vegeta characters by himself and Vegeta is his equal or better.

Meta Cooler was stronger then two SSJ but he wasn't stronger by much since he was destroyed by two SSJ's.I wouldn't put him close to 18 since probably even stronger SSJ's were helpless against her.

Android 17 said that just because the first data's Gero gave them about the Z-fighters were wrong.Vegeta was MUCH stronger then Gero told them about, so 17 didn't know if the other Z- fighters are also much stronger or are they maybe much stronger then Vegeta,he was just guessing and was being carefull.

Trunks full power blast didn't even make the Androids flitch and the other three warriors are all weaker then him.So it would be Impossible for them to do something since 18 was dominating Vegeta with a smile on her face and the rest of the gang is weaker then him.

The problem is that people see Kakarrot at the same combat strength as he was on Namek. The events of movie 5 took place within the 3-year period before they fought Androids #19 and 20. The Daizenshuu timeline lists the events in this manner.

Well the movie shows that Cooler transformed as a reaction to Goku's base. When Goku and Cooler fought, Goku had a slight advantage.

Goku clearly did better against Cooler's base than he did when he fought Freeza's final form base. This implies that Goku made a significant jump since his fight with Freeza.

If Cooler's final form was any stronger than Freeza AT ALL, his single punch to Goku's chest should have had some impact. It didn't.

Therefore in the immediate period after the Freeza fight, Goku gained at least some strength (presumably in response to him being more accustomed to the SSJ state, or possibly due to a Goku simply not fighting at his full power with Freeza due to exhaustion).

If you consider Dragonball GT, we know that Coola’s race can increase their strength through training. Freeza along with Cell implied that they had become stronger through what fans call their “Hell Training”. If this is the case then the argument can be made that Coola achieved his 5th or Final Form through training. In the dubbed version of Movie #5, Coola states that Freeza had the strength advantage between the two but he surpassed his sibling when he achieved the extra transformation. I do not know what the Japanese subs say in this regard but if the content is similar we can conclude that he was past any Namek level combat strength by means of training.

The Daizenshuu timeline lists Coola’s invasion sometime during the 3-year training in preparation for the Androids. Toriyama and the anime depicted the early phases of Kakarrot’s training with Son Gohan and Piccolo. So Coola would have had arrived sometime when they took a break from their training. If Kakarrot used the same method that he did later during the Cell arc, they took time off prior to the big meeting with the Z-Senshi. That would give Kakarrot more than enough time to increase the combat strength of his base state, which in turn makes a stronger Super Saiyan. That is why he could battle evenly with Coola’s base form and why Kakarrot’s Super Saiyan transformation overwhelmed Coola’s Final Form.

First of all, #17 is a cyborg, not a robot. He is a human that has been modified, so he can sense Ki if he learns how. Also, #16 is purely robotic, built from the ground up. Robots do not have Ki, nor can they sense it.

EDIT: reworded to make more sense. My essential point is Goku got stronger after his fight with Freeza, enough so to make Cooler seem even weaker than Freeza, when in actuality Cooler was a bit stronger.
