Hello community.
I would like to know if there is a hq scan of this 4-panel comic?
I found it on Kanzentai. When I asked google nothing came up. So maybe anyone of you knows whats up with that.

I'm not sure what it was originally from, but it was reprinted in Daizenshuu 1. We had another topic about it recently; I'll see if I can dig my post up and copy it here.

He was just text-speaking it out for laughs. The translation is basically correct, though.
1) Vegeta: AAAAAAAAAAAAAAAAAAAA!
2) Goku: No! No way! <--- (something like that.)
3) Vegeta: Yahoo! Yahoo! I've defeated Kakkarot! <---- (I'd suggest a better word than "Yahoo" for English-speaking Vegeta but I'm just doing a quick translation. The word he said in Japanese was "Yatta!")
4) Hahahahahahaha!! <--- (I originally read this as him saying "ha" as he mashed buttons the same as when they go "Ha, ha, ha, ha!" while fighting, but I think of it as laughing now.)
