I was wondering if anybody else knew if the dog in the new dragonball special is Buu and Hercule's dog Bee? Or is it just a random stray dog Goku picked up?

The subs say 'Bay', and the dog looks the same only fully-grown because it's been two years since he was a puppy. I'd assume there could only be one such dog that would be worth them animating that little scene for, since the point of the special was basically a reunion of all the characters.

Is anyone else pissed/annoyed/confused/left dumbfounded by the fact that, being set two years after the defeat of Buu, the
dog is the only one Toei consider giving an updated character design?

Dogs do grow up much faster than humans. With the humans, you can be lazy and not update their designs at all and still have it make some degree of sense, but not with a dog.

A) You mean Shueisha, not Toei.
B) Eh, yes and no. Firstly because I'm more pissed over Tenshinhan's complete exclusion, and secondly because Toriyama-Sensei is pretty much known for this sort of thing...he never really shows design changes for such short timeskips. Though it would have been very nice to see some different costumes, at least - instead we got Vegeta in the same armor from the
Cell Saga, of all time periods, instead of anything new.

The characters remaining relatively the same probably is for nostalgia's sake. I mean, in Japan, it'd been 12 years since they last saw the characters in anything new.
Might as well let them re-live the old days a little bit for the new special.

Two years is not an extremely long time for drastic changes to occur in the series. As far as the kids are concerned perhaps, they hit a growth spurt sometime following the Special. Son Gohan looked entirely different after one year in the Room of Space and Time. He essentially hit a growth spurt.
The Saiyans are very much like the Klingons and Jem'Hadar.

Saiyans have weird growth spurts, anyway.
Goku was somewhere around Goten's height and didn't grow until the time between his fight with Daimao and the 23rd Budokai. After that point he was somewhere between Krillin's height and Yamcha's height. Between the 23rd Budokai and Radditz's arrival, he grew again to be about Yamcha's height.
Vegeta was extremely short when he first showed up and hit a growth spurt in his 30s!
So, I'm betting that Goten and Trunks will probably grow kind of weird, too.

Toriyama probably didn't plan on keeping Vegeta around as long as he did. Villains often have more extreme or exaggerated character designs than the protagonists. He was made much shorter than Nappa, possibly to surprise the audience during the Saiyan story arc when he finally showed just how much stronger he was.
Without Nappa around, and as one of the "good guys," Toriyama probably unconsciously started drawing Vegeta a bit taller to make him fit in visually with the other members of the goody two-shoe squad. =D
