I think King Kai would be awesome to play as or at least fight against in a training mode. There is only one game that you fight\train with King Kai (the first DragonBall Z game for Famicom).

We never see him do any fighting. If I watched the series on mute, I'd think all he could do is yell really loud and make bricks float

Wasn't there a panel in the manga of him and Goku fighting, or rather, Kaio-sama defeating Goku in a fight?

I think what-if fusions would be more interesting than "Make every saiyan go SSJ!", but I can see a game that incorporates so much fusing to be... hmm... kinda annoying to play after a while.
Create-a-character... I think the main reason I'm not enthused by the idea is because it'd be about 6-7 years too late for me to enjoy it, but I'm just whining again.

(Ur, and a couple hours ago we found Ms Pacman, the original Mortal Kombat, and X-Men Vs StreetFighter arcadies in working order at a lawndromat. *should do lawndry more often*.)
