I haven't forgotten that at all. I basically acknowledged that as the likely reply in my own post.
I just don't think "Toriyama said fuck it" works for either side of the argument. I personally think it is more sensible to debate the issue based on what logistics *where* set down. Toriyama eventually discarded the idea of calculating power entirely, because the scouter was a plot device specific for two story arcs.
And I don't really think the fact that Toriyama got tired of calculating battle powers is some kind of proof that Cell Saga characters exceeded levels in the billions.

Certainly not. But there's also no evidence or reason that they wouldn't have reached the billions. Although as someone else already said, we've seen what even the millions can do, so billions probably is excessive.
