This was stated in the round-table discussion printed in Daizenshuu 2's Shenron Times with Toriyama and his three editors; Torishima, Kondou, and Takeda. Here's the part you're specifically talking about.
Toriyama: At that time it began to be more fun to think up the story than to draw the pictures. But with the story, I basically only thought of each chapter. That's why I end up getting caught in these quagmires. (laughs) Around the time of Trunks' time travel, it was dreadful. I kept drawing, and it just got more and more incoherent.

Torishima: You couldn't have done that if Kondou wasn't your editor. I can't stand that kind of troublesome stuff. (laughs)

Toriyama: You're terrible to say that, Torishima-san. Right around then was when the Artificial Humans No. 19 and No. 20 appeared. You weren't my editor or anything anymore, but you specifically called me to say "I thought that the enemies had finally come, but aren't these just a geezer and a fatso?" (laughs) In truth, I hadn't had plans for anyone but No. 19 and No. 20 to appear. But there was no helping it, so I brought out No. 17 and No. 18. Then you called me up and said "What, this time it's just some brats?" So I brought out Cell. (laughs)

Takeda: So you hadn't planned on Cell appearing at all?

Toriyama: That's right. I liked No. 19 and No. 20 just fine. And I liked the initial Cell fine as well.

Takeda: The bug-like one?

Toriyama: But Kondou-san said "He looks ugly. Of course, he can transform.", so I had no choice but to transform him into his second-form.

Kondou: Was that how it was?

Toriyama: And then you were really awful, Kondou-san. "This time, doesn't he look like a moron? Hurry up and make him into his perfect-form." you said.

Kondou: But he really did look like a moron. (laughs)

Toriyama: With second-form Cell as well, I liked him well enough. Actually, I had wanted him to play a more active role. But since I was told he looked stupid, I had no choice but to change him. (laughs) So I made him into his cool-looking perfect-form, which was to Kondou-san's liking.

Agreed. I actually rewatched the scene a couple of times to make sure I wasn't missing it, but Piccolo doesn't say anything other than Goku is Oozaru and he "traveled here by meteor." Nothing about Saiyajin or anything else. Moreover, Piccolo doesn't pointedly say it's impossible for a Saiyajin to revert, he just gives a generic "Impossible!" when Goku does.

My guess is that Avex (the record label that released the song) doesn't want to post it anywhere like YouTube and are asking the site to take down any uploads of it. So, legally, you can't really watch it without buying the DVD.

It's nice to know that Julian found DB:E entertaining. That really all we could have wished for from DragonBall Evolution.

Oh man, it's the DBE episode of the podcast! Glad to know you guys survived talking about it without too many problems.

Hunting down the video through the magic that is YouTube, I can see just exactly what you guys were talking about with the whole erm... bondage thing. The song itself I actually like, though I dunno if I'd go as far as say that it would be that long lasting for me. As for the video itself, I agree that it was kinda weird that there weren't any clips from the movie like with other music videos in connection with movies. At best, it was loosely connected to DBE with stuff like the energy blasts near the end. Really, though, it's not like previous music/movie videos were barely in connection with the movie itself. Aaliyah's "Are You That Somebody" comes to mind. Without the movie clips, I doubt anyone would've thought it was in connection with Dr. Dolittle.

Woah, spoilers galore for the thoughts on the movie... not like I mind, or anything. Based on what's been said in the episode, it seems like the general consensus is that the movie falls in the whole "so bad you have to enjoy it" category, which I don't mind at all. I'm somewhat disappointed to find that Mai's role isn't even explained and that other languages are used at random. Other than that, though, it sounds like it lived up to my not so high expectations. Totally gonna check it out once it's out in the states.

As for the hint of a sequel at the end of the credits, I'm gonna guess that there's some kind of hint at either Vegeta or Freeza.

Oh, one other thing. Piccolo uses an attack that looks suspiciously like the Death Ball against Goku in the final slaught--err, struggle.
